Responsibilities

Under close supervision of a departmental supervisor, performs specialized work enforcing city codes and ordinances pertaining to signs, housing, litter, overgrowth, abandoned vehicles, rubbish, stormwater runoff, illicit discharges, erosion control measures, and other code violations.

The role involves investigating and resolving complaints, issuing violation notices, and ensuring compliance with local, state, and federal regulations related to both property maintenance and environmental protection.

Additional responsibilities include disseminating information to residents, businesses, governmental agencies, and public officials, and educating the public on environmental best practices. The successful candidate will be even-tempered, communicative, detail-oriented in legal and regulatory research, and able to manage conflict professionally and diplomatically.

    Conducts inspections of residential and commercial properties for compliance with city codes pertaining to housing, signage, overgrowth, litter, debris, abandoned vehicles, and environmental violations.
  • Monitors construction sites and developed properties to ensure compliance with stormwater management regulations, including erosion control, sediment containment, and pollution prevention measures.
  • Interprets and enforces provisions of applicable codes, laws, rules, and regulations; initiates corrective actions for violations.
  • Identifies and investigates illicit discharges and unauthorized connections to storm drainage systems.
  • Responds to and investigates complaints related to code enforcement and environmental compliance issues.
  • Discusses problem areas and potential solutions with property owners, tenants, contractors, and developers.
  • Coordinates with environmental agencies and city engineering or public works departments on stormwater-related enforcement actions.
  • Gathers documentation and evidence for prosecution of code violators; prepares and presents cases to administrative hearings and provides testimony.
  • Maintains accurate and detailed records of inspections, notices, enforcement actions, and compliance efforts; includes photographic documentation.
  • Prepares written reports, correspondence, violation notices, and compliance warnings.
  • Engages with the community to provide education on environmental and property maintenance codes, pollution prevention, and stormwater best management practices (BMPs).
  • Communicates effectively with supervisors, coworkers, city officials, contractors, and the public to coordinate activities and resolve problems.
  • Performs other duties as required by the Program Director.


Qualifications

  • High school diploma, GED, or equivalent certificate of competency required.
  • Three years of experience in code enforcement, environmental compliance, construction inspection, building construction, or a closely related field preferred.
  • Familiarity with federal, state, and municipal environmental and stormwater regulations (e.g., Clean Water Act, MS4 requirements) is highly desirable.
  • Must be proficient in Microsoft Word, Excel, and PowerPoint.
  • Experience in business letter writing is a plus.
  • Valid driver's license required.
