The expected hiring range for this position is: $210,100.00-$298,500.00.

About the Role: The Senior Director of Infrastructure Services Division (ISD) is responsible for stewardship and day-to-day management of the physical infrastructure of Fermi National Accelerator Laboratory (FNAL, Fermilab, or the Laboratory). ISD builds and maintains the essential infrastructure and services that ensure the accomplishment of the Laboratory's mission and operations with minimal interruption. The ISD Senior Director reports directly to the Deputy Director for Operations (DDO)/Chief Operating Officer (COO) and is a member of the Laboratory's Senior Leadership Team. This position is responsible for leading engineering services, facilities management, logistics and property control, campus planning, and site services for the 6,800-acre Batavia, Illinois site and the Lead, South Dakota Far Site, which is the location of the new Long Baseline Neutrino Experiment - Deep Underground Neutrino Experiment (LBNF-DUNE). The ISD Senior Director is responsible for overseeing the full lifecycle of conventional infrastructure activities including planning, design, and construction of new facilities, as well as the operation, maintenance, renovation, and repair of existing site facilities. This includes 360+ buildings, electrical distribution (345kV to 110V), mechanical, process and control systems supporting accelerator operations and research laboratories, office spaces, roads, trails, ponds, the Laboratory's Village, and manufacturing facilities. What your day-to-day as the Senior Director, Infrastructure Services Division at Fermilab will look like:
- Provides leadership and management of ISD services, organization, and policies including site planning and development, mission readiness, conventional project design and construction, and conventional facility operations, improvements, and maintenance.
- Responsible for proactive stewardship of the Laboratory's plant operations, planning and implementing maintenance, and evaluating and addressing the long-term infrastructure system evolution to support Fermilab's future mission needs.
- Oversees high quality design, construction, and project management of the assigned project portfolio for facilities, utilities, and conventional infrastructure.
- Develops and maintains strong and collaborative working relationships with mission/scientific program leadership, ensuring that short and long-term requirements and strategies for facilities infrastructure and services are aligned with the mission directorates' goals, plans, and projects.
- Provides strategic leadership for the ISD division, exemplifying and embedding Fermilab's values related to safety, security, and quality across all ISD activities. Establishes clear operational goals to align ISD priorities with the Laboratory's mission, ensuring they are reflected in the work of every team member. Delegates responsibilities effectively and ensures accountability to achieve the organization's objectives.
- Partners with Fermi Forward Discovery Group, LLC (FFDG), the DOE Office of Science customers and stakeholders, and other National Laboratories to ensure the continued development and implementation of best business practices.
- Establishes and tracks ISD performance goals including financial targets for maintenance and improvement budgets, project delivery schedules, organization staffing plan, and long-range campus planning.
- Ensure all ISD activities are conducted in accordance with federal, state, and local code and jurisdictional codes and regulations. This includes environmental permits and related regulations, local utility permits, and DOE 10 CFR 851 (safety and health) regulations for maintenance and construction activities.
- Implements an effective Quality Assurance and Quality Control program for all ISD work, including conducting self and third-party assessments, audits, and investigations to identify and correct performance gaps and/or promulgate noteworthy practices.
- Serves as a member of the Laboratory's Senior Management Team, providing advice and counsel on infrastructure matters.
- May provide supervision or leadership of a team including hiring, promotions, performance reviews, training, disciplinary actions, team exits, and other duties as assigned.
- Performs other duties as assigned by supervisor.
- Abides by and is responsible for performing all duties in accordance with all environmental, health and safety regulations and practices pertinent to this position.
Skills and Attributes for Success:
- Bachelor's degree in engineering, construction, architecture, planning, or another applicable specialty with 15+ years of professional experience, or a Master's degree in engineering, construction, architecture, planning, or another applicable specialty preferred with 10+ years of professional experience; including leadership experience in managing facilities operations, maintenance, and planning at a large site/campus or across multiple sites, or a combination of equivalent education and experience.
Applicable Knowledge, Skills and Abilities Required:
- Extensive experience in managing an infrastructure function of an industrial, university, or government complex or campus with demonstrated operational improvement in efficiency and cost-effectiveness.
- Technical knowledge of best practices in facilities management disciplines; including engineering, construction, and maintenance activities, with a working knowledge of basic architecture and/or site planning.
- Experienced in managing people and effectively interfacing with a diverse set of demanding customers, including experience leading in a bargaining union environment.
- Proven leadership and management of a complex organization and projects, providing effective oversight and guidance of operational, management and administrative issues, and balancing the role of change agent and stabilizing force.
- Strong knowledge of project and/or program management, and familiarity with DOE project management requirements desired.
- Proven ability to assess risks, identify and achieve mitigating strategies to reduce institutional risk.
- Working knowledge of relevant government policies, regulations, and practices as well as being a champion of integrating environmental, safety, and health management principles and practices.
- Strong background in institutional projects and collaborating with users to define scope and needs.
- Demonstrated ability to think critically and develop/implement creative and implementable solutions for organizations.
- Strong interpersonal skills, with the ability to cultivate and sustain strong internal and external relationships.
- Ability to apply current industry knowledge and technical advances to infrastructure tasks and assignments.
- Strong written, verbal, and graphic communication skills with the ability to effectively discuss, invoke and foster engaged dialogue, and communicate with all levels of the organization and external customers and stakeholders.
- Experience working with varied client groups, government officials, and regulatory agencies.
- Demonstrates accountability and establishes clear responsibilities and processes to ensure commitments are met and results are measurable throughout the organization.
- Exhibits a strong bias for action and actively demonstrates the ability to manage conflict and crisis with calm confidence.
