JOB SUMMARY

** This job is being posted across two skill levels (Senior & Staff). Applicants will be considered based on the higher of the two levels they qualify for. **

Responsible to coordinate regulatory oversight, planning, operations, assurance, and mitigation efforts designed to ensure compliance with FERC, NERC and the Region-Specific Mandatory Reliability Standards. Partners with senior level executives, directors, and subject matter experts throughout the organization to analyze, recommend and support compliance activities related to FERC-approved Mandatory Reliability Standards established by North American Electric Reliability Corporation (NERC) and Regional Transmission Organization (RTO). Coordinates process development, process improvement, training, and audit teams.

LEVEL OF RESPONSIBILITY

* Complex responsibilities related to primary focus of job area. Uses best practices and in-depth business knowledge to solve complex problems and improve products or services. May adapt procedures, processes and techniques to meet the more complex requirements of position.

ESSENTIAL FUNCTIONS

* Coordinates the development of comments or points of engagement where the Company's concerns are properly included in the NERC standard development process.

* Coordinates and support efforts to develop and maintain business relations with NERC and RTO personnel.

* All other duties as assigned.

* Coordinate post-audit activities, such as responding to alleged violations and coordinate hearing efforts.

* May act as a compliance analyst and participate as a SME as necessary during audits.

* Actively participate in peer group, trade associations or NERC Standards development teams to leverage the Company's concerns regarding compliance issues.

* Coordinate and support self-report development, mediation plan development, and efforts to appeal of any violations or fines if assessed.

* Conduct activities related to compliance assurance, internal compliance reviews, internal audits, external audits, self-certifications, periodic data submittals, exception reporting and investigations from FERC, NERC, or the RTO.

* Conduct periodic reviews of internal compliance procedures, analysis, planning, and implementation of required changes.

* Actively participate in NERC audit preparation and implementation.

* Partner with SMEs and cross-functional teams, as needed, to ensure that databases and tools contain accurate and updated data for Utility Operational Compliance.

* Assist SMEs in providing appropriate evidence of compliance.

* Provide technical guidance to the Business Unit Managers and SMEs for implementation of procedures or processes and internal controls into day-to-day business operations to assure seamless compliance with applicable standard requirements.

* Coordinate the Company's compliance training activities with the Utility Technical Learning department and SMEs to develop and deliver the training to applicable Company staff members to assure those responsible for compliance maintain an adequate level of expertise.

* Periodically review SME documentation and evidence to assure accurate and complete.

* Coordinate day-to-day activities to strengthen and promote the Utility Operational Compliance Program (regulatory oversight, planning, operations, assurance, and mitigation). Monitor existing and new standard requirements, identify potential impact to compliance program and communicate any impacts to the Utility Operational Compliance (UOC) Team and affected Subject Matter Experts (SMEs).

* Lead efforts to develop the OGE definition of compliance to applicable NERC and RTO standards.

* Serve as a Senior Compliance Analyst for a defined set of NERC Reliability and RTO standards.

REQUIREMENTS

STAFF:

*Bachelor's Degree of Science in Engineering, And 3 years directly related experience (e.g. electrical power transmission, distribution, generation, or industrial regulatory compliance; Or

*Bachelor's Degree of Science or IT related degree, And 5 years directly related experience (e.g. electrical power transmission, distribution, generation, or industrial regulatory compliance); Or

*7 years directly related experience (e.g. electrical power transmission, distribution, generation, industrial regulatory compliance or IT Systems Security/Regulatory

SENIOR:

* Bachelor's Degree of Science in Engineering, And 5 years directly related experience (e.g., electrical power transmission, distribution, generation, or IT Architecture/Systems Security/Regulatory Compliance); Or

* Bachelor's Degree And 7 years directly related experience (e.g., electrical power transmission, distribution, generation, or IT Architecture/Systems Security/Regulatory Compliance); Or

* 9 years of directly related experience (e.g., electrical power transmission, distribution, generation, or IT Architecture/Systems Security/Regulatory Compliance).

WORKING CONDITIONS

* Required to travel throughout company offices, work sites to include overnight stays.

* Office work using computers.

* Knowledge standards development and the practices and procedures of regulatory bodies.

* Ability to work within and support Company Standards Operating Procedures (SOPs).

* Ability to work independently and initiate appropriate courses of action on assignments.

* Demonstrated leadership in IIF (Incident and Injury Free) culture.

* Strong knowledge of FERC, NERC and the SPP RE.

SALARY RANGE

Staff: $78,458 - $104,624

Senior: $104,312 - $139,069
