Responsibilities

The System Integrator Project Manager (PM) will oversee the planning, execution, and delivery of an integrated strategic portfolio of project that support the Sponsor's IT strategy. The individual will be responsible for managing project scope, schedule, budgets, and resource allocation with a staff PM to provide strategic enterprise solutions for projects in the portfolio. Responsibilities include, but are not limited to the following:
  • Leverage project management expertise to oversee planning, execution, and delivery of a portfolio of technical programmatic, communication, and policy efforts to include responding to taskings and data calls.
  • Assist with identifying and analyzing a variety of technical and functional requirements and taskings and providing options to the government for implementation and resolution.
  • Utilize strong communications and interpersonal skills to engage stakeholder and senior audiences in coordinating activities across organizational boundaries.
    • Provide and prepare talking points and background information based on data trends, report metrics, and analytic findings.
    • Present reports using presentation applications and/or data visualization tools.
  • Create artifacts to drive uniformity across large teams to measure progress and report accomplishments and risks.
    • Recommend and utilize tools to drive consistency across teams.
    • Centralize documentation and facilitate information sharing through project management tools.
  • Establish programmatic processes in support of major initiatives, to include the establishment of regular meetings or syncs with leaders and implement strategic or tactical mobilization across teams.
  • Lead and/or participate in technical exchange meetings (TEMs) with stakeholders on business and technical requirements as directed by the Sponsor and record actions as needed.
  • Coordinate and consult with leadership for program management activities that include problem resolution, task schedules, new requirements, training needs, and task clarification.
  • Occasional local travel within WMA as needed for in person TEMs and other meetings.

Qualifications

  • Must possess and be able to maintain a TS/SCI clearance with polygraph
  • Degree (or equivalent experience) in Computer Science, Information systems, Engineering, Business or a scientific or technical discipline.
  • BS 12-15, MS 10-13, PhD 8-10
  • Minimum of 15 years relevant experience; 3-5 years in the Intelligence Community.
  • Demonstrated experience with project planning to include innovative technology solutions, core project management processes, Agile frameworks, methodologies, and tools (i.e., JIRA, Confluence, etc.)
  • Experience with integration planning and interfacing with other functional teams.
  • Experience analyzing programmatic and performance metrics, to include for use in talking points and background information for a variety of audiences.
  • Demonstrated experience collaborating across teams.
  • Demonstrated experience coordinating Technical Exchange Meetings to include managing logistics (rooms, invites), meeting agendas, and capturing minutes.
  • Experience streamlining processes and automation.
  • Experience capturing requirements using a variety of methods, to include from user or stakeholder feedback.
  • Experience defining and implementing project strategic communications, to include preparing project status briefings for senior and executive audiences or governance boards.
  • Well versed in IT life cycle and project integration methodologies.
  • Demonstrated ability to multi-task and proactively work independently, self-starter.
  • Ability to identify and mitigate risks and other complex problems, reviewing related information to develop and evaluate options and implement solutions.
  • Ability to analyze requirements and document them appropriate in a knowledge management repository.
  • Excellent communication and interpersonal skills, and the ability to communicate effectively with third parties and internal staff at all levels of the organization.
  • Ability to convey technical information to non-technical audiences.
  • Ability to work in a multi-disciplined, diverse, dynamic, and challenging environment in support of the US government's national security mission.

    • Project Management Professional (PMP)
    • Scrum Master
    • Six Sigma or other process improvement methodology
  • Working knowledge of IT resilience, cloud (multi-cloud) and IT architectures
  • Experience with Power BI or Tableau for data visualization
