The hiring range for this role is: 125,870.00 - 176,525.00
This is the lowest to highest salary we, in good faith, believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the hiring range and this hiring range may also be modified in the future. A candidate's position within the hiring range may be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.This job is also eligible for annual bonus incentive pay.

Job Description Summary:
This position will work to achieve the State Affairs team's advocacy and Plan support objectives. Executes strategies that advance BCBSA's legislative and regulatory objectives, advocating for BCBSA's policy priorities. Develops and maintains productive relationships with assigned national organizations of state officials and other key stakeholders. Represents BCBSA and the Blue System at state-based officials' meetings, events, and related conferences. Works collaboratively across External Affairs, the broader Association, and with the Plans to inform and execute strategies for issues impacting Plan business while staying current on the range of health policy issues that directly impact the insurance industry.
Responsibilities include but are not limited to: Primary Job Functions
Develop, foster, and strengthen relationships with national organizations of state officials and other related organizations to effectively monitor and influence legislative and regulatory developments. Represent BCBSA and the Blue System at state-based officials' meetings, events, and related conferences, providing summaries and takeaways to inform strategies of BCBSA External Affairs. Educate on and advance BCBSA and Plan positions and priority issues. Proactively identify educational and other opportunities for BCBSA and Plan engagement with these groups on priority issues. Continually strive to develop and implement new approaches. Monitor state activity for impacts to Plan business to educate and inform Association and Plan staff around legislative/regulatory processes, legislation, and political issues. Collaborate with Plans to develop and execute strategies to successfully advocate Blue positions at the state level. Convene Plan government representatives to lead various state health policy projects/initiatives. Work collaboratively to execute legislative/regulatory strategies on key issues with Plans and staff across the External Affairs team to promote BCBSA and Plan objectives. Provide strategic political insight on policy priorities identified by the Association. Engage in interdepartmental groups to develop legislative positions. Support and participate in coalitions, leverage consulting resources, and drive execution of strategies on priority issues. Interact and forge relationships with plan staff and work collaboratively across External Affairs to build BCBSA positions. Demonstrate independent thinking and creative action in working closely with the State Affairs team leadership to develop and execute strategic objectives to advance Plan influence and positions with state policymakers. Use current contacts and resources, and develop new ones, to keep staff and Plans informed of current state regulatory and legislative developments. Leverages information gleaned from the SBOs and Plan government relations teams (SRCs) to assist in formulating and executing BCBSA positions and strategies. Maintain a thorough and comprehensive understanding of Plan business interests/practices, Blue system policy goals, and assess the impact of legislation.
Required Education, Experience and Certification Education:
- Required: Bachelors Degree in Political Science, Government Relations, Public Administration, Public Policy, law, business, or related field, or equivalent experience
- Preferred: Masters Degree: Health Policy, MBA, JD, Legislative Affairs, Political Management
Experience:
- Required: 7 years experience working in State Government, State Officials organizations or government affairs. Experience communicating policy views and knowledge of State government environment.
- Preferred: Experience working in state government on health or insurance related issues. Experience working with National Organizations of State Officials (NGA, NCSL, NAAG, NASHP) and political groups (RGA/DGA, DAGA/RAGA, RLCC/DLCC)
Knowledge, Skills, and Abilities:
Strong understanding of the health care industry and the State legislative and regulatory environment, including health insurance issues and legislative policy developments Demonstrated proficiency with database, legislative tracking and research programs, and other information tracking software Working knowledge of state level grass roots organizing and/or coalition development, a plus Ability to synthesize complex problems and public policy issues, identifying business implications and advocating for recommended outcomes Demonstrated ability to collaborate in groups and be a team player, with knowledge of state government processes and procedures Strong analytical and strategic thinking skills to influence decision/policy makers Ability to influence, negotiate, and persuade others, demonstrating strong judgment, decision-making skills, and political acumen Strong organizational, verbal, and written communication skills, with project management, analytical, planning, and presentation abilities, and the ability to build and sustain effective relationships. Proficiency with Microsoft Office, PowerPoint, Teams
