The Department of Housing's (DOH's) mission is to expand housing access and choice and to ensure every Chicagoan has access to quality homes that are affordable, safe, and healthy. The Department pursues this mission in many ways, including investing in affordable housing developments, supporting low-income homeowners, and reinvesting in disadvantaged communities.

DOH recently established a new team, the Division of Implementation & Evaluation (I&E), to take on three critical tasks: (1) piloting and managing new programs and special projects; (2) facilitation process improvement projects that make the department's work more equitable, efficient, consistent, and transparent, and (3) fostering a culture of data-driven, outcomes-based program design.

The I&E Division seeks a Project Manager to support the team's work. The role will focus primarily on leading implementation of projects under tasks 2 and 3 as described above, although exact responsibilities will be dependent on the selected candidates experience, skills, and interest, as well as evolving team assignments.

The Project Manager will operate under supervision of the Assistant Commissioner for Implementation & Evaluation, and is expected to have 1-2 direct reports. The Project Manager will exhibit substantial independence in developing and implementing strategic approaches to complete deliverables assigned to them. These deliverables will include complex, cross-silo program implementation and process improvement projects designed to create new ways of doing business at the department, improve the experience of the department's staff, partners, and clients, increase the efficiency of DOH programs, and track and evaluate outcomes of the department's work

ESSENTIAL DUTIES

* Oversees implementation of process improvement projects, data collection and analysis initiatives, and policy research projects aimed at improving the delivery of departmental functions

* Develops, in cooperation with DOH staff, policies and procedures for the equitable and efficient implementation of programs and projects

* Manages professional staff and project teams to effectively complete duties and projects as assigned while fostering community, teamwork, excellence, and professional growth

* Exhibits substantial independence in developing and implementing strategic approaches to resolving problems and implementing projects and programs

* Works across DOH divisions, City departments, and project stakeholders to facilitate strategic planning and implementation of the department's work

* Tracks and reports programmatic performance, financial expenditures, and program effectiveness

* Makes recommendations to the Assistant Commissioner regarding opportunities for improvement of processes, policies, and data collection and analysis to advance the department's mission

* Assists the Assistant Commissioner in other tasks and activities, and completes related work as assigned

Location: 121 N LaSalle Street, 10th Floor

Days: Monday - Friday

Hours: 9:00am - 5:00pm

Qualifications

MINIMUM QUALIFICATIONS

* Nine (9) years of project management work experience; OR

* Graduation from an accredited college or university with an Associate's degree in Business or Public Administration, or a related field, plus seven (7) years project management work experience; OR

* Graduation from an accredited college or university with a Bachelor's degree in Business or Public Administration, or a related field, plus five (5) years project management work experience; OR

* Graduation from an accredited college or university with a Master's degree in Business or Public Administration, or a related field, plus four (4) years project management work experience

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
