Risk Assessment Partner/Principal

Work Location: Chantilly, VA / Remote

Kwaan Tech is seeking a highly qualified Risk Assessment Senior Manager to support the Department of State (DOS) Bureau of Consular Affairs (CA), Passport Services Directorate (PPT) to identify shortages and identify existing buildings suitable for use to meet user needs. CA/PPT currently has a need for various risk assessments within the Office of Internal Control Division to help identify vulnerabilities within the passport process and updating the Internal Control Guide.

As the Risk Assessment Partner/Principal, you will provide strategic leadership for a high-profile project tasked with reviewing and improving internal controls and protective measures around Personally Identifiable Information (PII) across multiple passport issuance facilities, as mandated by the Statement of Objectives (SOO). This position involves high-level decision-making and strategy formulation to ensure that all project activities align with federal regulations and effectively address the complexities of PII management and risk assessment. Your role will be crucial in steering the project direction, engaging with senior-level government officials and stakeholders to discuss progress, challenges, and strategic outcomes. You will oversee the integration of comprehensive risk management practices, ensure compliance with all contractual and regulatory obligations, and drive the adoption of innovative approaches to enhance the efficacy of the risk assessment process. The position requires an individual with extensive experience in risk management, a deep understanding of governmental operational standards, and exceptional capabilities in managing and nurturing stakeholder relationships.

Core Duties:



  • Strategic Leadership:

    • Provide strategic direction and oversight for the entire risk assessment project
    • Make high-level decisions regarding project scope, objectives, and methodologies based on a deep understanding of the SOO and government expectations


  • Senior Stakeholder Management:

    • Engage with senior government officials and stakeholders to discuss project progress, challenges, and strategic recommendations
    • Ensure that stakeholder feedback is incorporated into project planning and execution


  • Expertise in Risk Management and Controls:

    • Utilize extensive knowledge in risk management and internal controls to oversee the evaluation of existing control systems and the implementation of recommended improvements
    • Lead the critical examination of the Internal Controls Program Assessment (ICPA) workbook and point system


  • Compliance and Ethical Oversight:

    • Ensure that the project adheres to all relevant laws, regulations, and ethical standards
    • Monitor compliance with contractual obligations and industry best practices


  • Business Development and Innovation:

    • Identify opportunities for additional services that can enhance client value and improve project outcomes
    • Drive innovation within the project by implementing new technologies, methodologies, or approaches to risk assessment
