Are you a passionate and experienced leader ready to make a difference in the lives of older adults and adults with disabilities? Loudoun County's Department of Family Services (DFS) is seeking a dynamic Program Manager to lead and oversee our Adult and Aging division.
Under the direction of the Assistant Director, this critical leadership position guides a diverse portfolio of essential programs including Adult Protective Services (APS), Adult Services (AS), Companion Services, Long-Term Services and Supports (LTSS), Adult and Aging Intake, Guardianship, and Intensive Case Management. This position plays a vital role in aligning services with the strategic direction of the department and ensuring compliance with all federal, state, and local mandates and regulations.
The successful candidate will bring a data-informed mindset, using performance metrics to demonstrate impact, inform resource allocation, and continuously enhance and evolve the Adult and Aging Unit to meet emerging needs and achieve excellence in service delivery.
Key Responsibilities: * Provide direct clinical and administrative supervision, coaching, and mentoring to supervisors and program staff. * Lead strategic and operational planning for program development, quality assurance, and service delivery improvements. * Oversee the multi-million-dollar Companion Services contract, including invoicing, performance outcomes, and incident reporting. * Monitor and evaluate program outcomes to ensure compliance with policies, procedures, and best practices. * Manage and monitor program budgets and expenditures. * Set and communicate clear performance standards and provide quarterly feedback and annual evaluations. * Lead recruitment, hiring, training, and retention of program talent. * Implement trauma-informed, person-centered, and evidence-based practices. * Collaborate across DFS divisions, human service agencies, and community-based organizations to address client and community needs. * Respond to inquiries from senior managers, clients, the Board of Supervisors, and other elected or appointed officials. * Represent the department on local, regional, and state-level committees. * Support grant development, review, and management. * Serve as a designated lead during emergency or disaster response operations. We're Looking For Someone With: * Broad knowledge of Aging services with specialized experience in adult protective services and case management. * Experience leading multidisciplinary teams and managing complex service programs. * Strong understanding of elder justice principles and systems of care for vulnerable adult populations. * Critical and creative problem-solving skills, especially in high-pressure or crisis situations. * Excellent organizational and time management skills with the ability to balance competing priorities. * Outstanding communication and interpersonal skills for engaging diverse stakeholders, including clients, staff, partner agencies, and policymakers. * Familiarity with local government operations, contracts, and regulatory compliance.
Hiring salary will be commensurate with experience.

Minimum Qualifications

Bachelor's degree in a field related to the assigned program or department (Master's degree may be required depending on specifically assigned department/program); five (5) years related work experience including one (1) year of supervisory or team lead experience; or equivalent combination of education and experience. Masters degree preferred.

Job Contingencies and Special Requirements

Criminal background check required. Based on assigned program area a credit and/or DMV check may also be required. For DMV check, valid driver's license and good driving record required (driving records may be reviewed annually for continued qualification). For licensed programs requirements include: Fingerprinting, TB test within 30 days of hire; pass Child Protective Services (CPS) check; hold or obtain First Aid/CPR certifications at hire or within four (4) months. Some programs may have additional legal requirements, credentials, or certifications to meet prior to hire or within the probationary period and/or annually. Ability to speak a second language in addition to English may be preferred. * Availability to work outside of regular business hours-including evenings, weekends, and holidays-as needed, and to provide on-call support to staff. * This position is designated as essential personnel and requires reporting to work during county-declared emergencies, including inclement weather or other disasters. * May be required to work from or be assigned to alternate worksites within the county to support operational needs.
