State Highway Administration's (SHA) Office of Traffic and Safety (OOTS), Traffic Engineering Design Division (TEDD) is currently recruiting for a Traffic Engineer (Transportation Engineer IV) in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: This position serves as a senior-level engineer and project manager within the Traffic Engineering Design Division (TEDD), responsible for performing engineering services and overseeing consultant firms engaged in engaged in the design of traffic control devices (TCDs), highway lighting, and geometric improvement projects. The Traffic Engineer will manage and supervise the preparation of plans, specifications, and estimates. This position also serves as TEDD's liaison to the Highway Design Division, the Office of Structures, and District Project Development teams, coordinating all TCD-related engineering designs and documentation.

The Traffic Engineer manages multiple projects, ensuring designs conform to all federal and MDOT State Highway Administration standards and procedures. This role actively participates in scheduled reviews and partnering meetings and is accountable for the timely submission of all project deliverables. The position also provides training, guidance, and coaching to in-house designers, technicians, and engineers working on TCD and Intelligent Transportation System (ITS) designs. Additionally, the Traffic Engineer is also responsible for managing one or more TEDD programs, including asset management, roadway signing, traffic signal uninterruptible power supply (UPS) systems, or LED roadway lighting.

Qualifications

Minimum Qualifications:

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Four (4) years of experience in professional engineering.

Selective Qualification: Two (2) years of experience in traffic control device design, transportation engineering, and/or highway engineering.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).

Preferred Qualification:
The ideal candidate should possess the following:

  • Knowledge in the design and review of traffic control device plans.
  • Working knowledge of TEDD TCD Design Manual, ITS Design Manual, the MD Manual on Uniform Traffic Control Devices (MdMUTCD), American Association of Highway and Transportation Officials (AASHTO) Policy on Geometric Design, AASHTO Roadside Design Guide, Institute of Transportation Engineers (ITE), Americans with Disabilities Act (ADA), National Electrical Manufacturer's Association (NEMA), National Electric Code (NEC), National Electric Safety Code (NESC), Code of Maryland Regulations (COMAR), and Maryland Vehicle Law.
  • Able to handle multiple tasks.
  • Ability to perform independent work under minimal supervision from the Team Leader.
  • Effective communication and good customer service skills.

Notes:

1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

2. Possession of a master's degree in engineering may be substituted for one year of the required experience.

3. Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.
