LSC consists of eight colleges, seven centers, eight Workforce Centers of Excellence and Lone Star Corporate College.

Lone Star College-System Office employees are based at one of two System Office locations; The Woodlands and University Park. Both are the site for multiple administrative departments and system-wide training programs.

Job Description

PURPOSE AND SCOPE:

The Manager, Grants Accounting develops, manages, and ensures compliance of Lone Star College's post-award policies and procedures. The manager ensures LSC's stewardship of monetary grant awards for fully substantiated allowable expenditures and submits accurate and timely financial expenditure reports to grantor agencies for federal, state, and local grant awards. Manages a team of accountants and actively collaborates with program staff, faculty, deans, directors, and other stakeholders within LSC.

ESSENTIAL JOB FUNCTIONS:

  1. Identify, interpret, and disseminate federal, state, and local agency regulatory compliance requirements to LSC personnel involved in grant funding; communicate the effect of grantor rules on financial operations and procedures and provide solutions for practical implementation and institutional compliance
  2. Oversee and evaluate complex and unique grant award contracts and subcontracts; establish effective financial expenditure, grants billing and reporting processes within LSC
  3. Assist and train teams throughout the grant award life cycle; collaborate with LSC grant program teams to design, monitor and control grant budgets that are accurate and compliant
  4. Act as liaison between program and support staff, compliance and financial personnel, funding agencies and LSC executive and managerial staff
  5. Monitor accuracy and completeness of cash draws and financial expenditure submissions.
  6. Provide subject matter expertise to financial teams and customized queries and reports to achieve consistency of data analysis, compliance assurance and recovery of "allowable" grant costs to LSC
  7. Direct and approve LSC's Indirect Cost Rate Proposal computations for restricted funds and submit proposals to cognizant agencies for negotiation and approval
  8. Develop and track metrics and key performance indicators for LSC's post-award financial efforts
  9. Oversee and lead LSC's participation and schedule/document preparation/production related to LSC's external audits and internal grant reviews; implement and monitor related corrective action plans
  10. Prepare grant financial schedules and footnotes for LSC's Annual Comprehensive Financial Report (ACFR)
  11. Review and approve balance sheet account reconciliations and prepare journal entries as needed
  12. Manage the day-to-day operations of the grants accounting group and ensure timely task completion in accordance with staffing levels
  13. Hire, train, evaluate and manage assigned financial staff
  14. Responsible for other reasonable, related duties as assigned

KNOWLEDGE, SKILLS AND ABILITIES:

  • Demonstrated proficiency in and ability to use Excel for data management and reporting
  • Demonstrated written and verbal communication skills; ability to read and interpret contract documents, prepare routine reports and correspondence, and speak effectively
  • Ability to provide excellent and timely customer service to campus grants personnel
  • Strong initiative and analytical skills
  • Knowledge of ERP system applications, modules and functionality, e.g., PeopleSoft, Oracle, SAP or equivalent ERP system
  • Ability to multi-task and meet deadlines in a fast pace environment
  • Knowledge of accounting standards and financial audits

PHYSICAL ABILITIES:

The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

WORK SCHEDULE AND CONDITIONS:

  • Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, phone and other general office equipment
  • Interface with internal and external contacts as needed to carry out the functions of the position
  • Work is performed in a climate-controlled office with minimal exposure to safety hazards
  • Periodic travel to LSC campus locations

REQUIRED QUALIFICATIONS:

  • Bachelor's degree and at least 5 years of experience, or an equivalent combination of education and experience
  • Bachelor's degree in Accounting, Business, Finance, or a related field
  • Experience must include at least 5 years of experience in grant, contract administration, accounting, or business administration
  • Experience must include at least 3 years in a supervisory level position
  • Experience working with external auditors

PREFERRED QUALIFICATIONS:

  • Experience using PeopleSoft's Financials, Project Costing and Customer Contract modules
  • Experience in higher education accounting or finance
  • Experience with risk assessments and process improvement recommendations
Salary

Hiring salary range is $67,746 - $77,908

Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education.
