The Air Quality Specialist is responsible for a wide variety of air quality permitting, modeling and compliance projects as they relate to construction permits and operating permits for minor, synthetic minor and major sources. The position requires experience in emission inventories, emission evaluations of air pollution control equipment, dispersion modeling, and regulatory expertise in EPA New Source Review (NSR), New Source Performance Standards (NSPS) and National Emission Standards for Hazardous Air Pollutants (NESHAP). HDR's air quality clients include a wide range of industrial manufacturing, data center, agricultural processing, energy generation, wastewater treatment and solid waste disposal facilities. Must have a working knowledge of environmental laws, regulations and associated requirements related to the above topics in order to ensure compliance on behalf of clients and provide commensurate level of leadership within the Air Quality Practice Group.


In the role of Air Quality Specialist, we'll count on you to:

  • Develop emission inventories and prepare air permit applications.
  • Demonstrate expertise with state and federal air quality regulations to determine applicability and compliance requirements for industrial, institutional, power and utility sources.
  • Prepare air quality permit documents on behalf of clients and regulatory agencies, and coordinate and complete permitting projects.
  • Negotiate permit terms with applicable regulators on air quality as well as other environmental issues on behalf of clients.
  • Conduct site audits of compliance with federal, state and local regulations, agency policies, training initiatives, and risk mitigation programs; identify risks/deficiencies, develop corrective action strategies, and ensure issues are addressed and resolved.
  • Learn and conduct technical analyses such as computerized air quality dispersion modeling to evaluate source impacts.
  • Work both independently on small projects and as part of larger project teams to lead the air permitting strategy in cooperation with the client management and project design teams.
  • Act as seller-doer for select clients, actively developing relationships with HDR's existing and prospective clients.
  • Perform other duties as needed.


Preferred Qualifications


  • Expertise with air emission methodologies, construction and operating permits, and regulations under EPA's PSD, Title V, NSPS and NESHAP programs.
  • Dispersion modeling expertise preferred, specifically with EPA's AERMOD program.
  • 3-5 years related air quality experience.
  • Ability to understand and interpret detailed technical documents.
  • Excellent comprehension, critical thinking, and organizational skills.

Required Qualifications
  • Bachelor's degree in Environmental Sciences, Engineering, Meteorology or closely related field
  • Experience with Microsoft Office programs
  • Self-starter with excellent writing and communication skills
  • Ability to work independently and as part of a team
  • May require the ability to travel
