We are seeking a dynamic, creative, and self-motivated candidate to assist the Undersea Security Programs (USP) Program Manager (PM) by providing senior technical and operations leadership for a portfolio of projects and tasks.

As the Assistant Program Manager for Resilient C3 and Mission Assurance you will...

  • Assist the USP PM on the execution of all aspects of the development of HW/SW tools, procedures, and personnel for the monitoring and assessment of Submarine and submarine connect network systems for submarine mission assurance in a cyber contested environment.
  • Assist with sponsor interactions in the development and execution of all Resilient C3 and Mission Assurance Projects and Tasks.
  • Provide senior technical and/or operations leadership and continue to support technical programs as a technical contributor.
  • Communicate across the applicable APL Sectors, Departments and Mission Areas to ensure leadership understands the work, critical challenges, and opportunities to help with staffing and work prioritization.
  • Develop a trusted relationship within JHU/APL's cyber community, including other program managers, technical leaders, group supervisors, and contracts personnel. Assist in coordinating the tasking with line management and technical staff.
  • Support the USP PM in developing and implementing the program vision and strategy in support of the Mission Area and Program Area strategy. This includes alignment across FPS and AOS for Resilient C3 and Mission Assurance tasking.
  • Identify and understand concurrent activities and approaches, to include other resilient engineering activities at the laboratory, to be modified and applied to the strategic deterrence and assured submarine access problem-spaces.

Qualifications

You will meet our minimum qualifications for the job if you have...

  • A Bachelor's Degree in Computer or Electrical Engineering, Applied Mathematics, Computer Science, Cybersecurity or other relevant technical field.
  • An active Top Secret security clearance and can ultimately obtain a TS/SCI level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
  • 5+ years of relevant technical professional experience with the Navy and/or Operation Forces, specific engineering experience related to these platforms and their mission sets.
  • 5+ years of technical cyber experience relevant to U.S. Navy platforms and related systems.
  • Knowledge and experience of DoD acquisition and across the systems development lifecycle.
  • Excellent verbal and written communication skills with demonstrated ability to engage effectively with senior personnel.
  • Integrity, initiative, motivation, and the ability to handle and prioritize multiple concurrent tasks.

You'll go above and beyond our minimum requirements if you have...

  • A Master of Science or Engineering (M.S. or M.E.) or Doctoral degree (e.g., Ph.D., D.Sc., D.Eng., etc.) in Computer or Electrical Engineering, Applied Mathematics, Computer Science, Cybersecurity or other relevant field.
  • Experience working with government program offices / acquisitions and operational commands.
  • Knowledge of, and effective relationships with, the Subsurface community.
  • Hold an active TS/SCI clearance.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
