Kalman & Company is seeking to hire a Training Specialist Level III for an on-site position located in Ft. Detrick, MD. Primary Responsibilities: 1. The contractor shall assist with the development of the training program for CBRN Medical, develop organizational and individual training plans, create, and execute training budgets, and coordinate the logistics and operations required to support special programs in support of workforce development. 2. The contractor shall assess individual and organization training needs, semiannually, by implementing assessment surveys and report these needs to the Director, Operations. 3. The contractor shall develop a database to track all civilian and military training completed. 4. The contractor shall assist with the management of the CBRN Medical Tuition Reimbursement and Student Loan Repayment programs. 5. The contractor shall ascertain that course evaluations are completed for each course taken. 6. The contractor shall ensure the CBRN Medical onboarding process is complete for all incoming personnel. 7. The contractor shall share a substantial amount of responsibility for the successful accomplishment of the CBRN Medical mission, which includes the development and management of executive and management development training; leadership and basic supervisory training. 8. The contractor shall conduct extensive coordination and partnering with senior training personnel at other government organizations, Department of the Army (DA), and higher Headquarters to ensure greater participation and alignment with both CBRN MEDICAL and DA missions. 9. The contractor shall develop and manage an internal professional development program and an acquisition development mentorship program. The contractor will develop tracking, communications, and reporting processes to ensure timely accreditation of acquisition certification rates and other training goals as specified by the Director, Operations. 10. The contractor shall identify, analyze, and recommend leadership training programs and, if approved, appropriately tailor them to meet CBRN Medical needs. 11. The contractor shall serve as the lead for projects (e.g., design and application of new training policies, special programs, etc.) and coordinate requirements for the projects with other government agencies. 12. The contractor shall train supervisors and acquisition workforce members on how to utilize acquisition career management automated tools, assisting with career development responsibilities available in Career Acquisition Management Portal (CAMP) / Career Acquisition Personnel and Position Management Information System (CAPPMIS) for individual development plans and Acquisition Career Record Briefs. 13. The contractor shall analyze new or revised training guidance and material systems early in the developmental cycle to determine funding and resource requirements for compliance with the CBRN Medical mission. 14. The contractor shall evaluate the costs of different programs and projects, and prepare corresponding justifications for proposed expenditures of equipment and teaching aids. 15. The contractor shall manage the Training Events Database (TED) and other training databases for the command to ensure 100% compliance with mandatory training requirements. In addition, the contractor shall assign and monitor completion of the CBRN Medical monthly mandatory training. 16. The contractor shall monitor the system for validity, accuracy, and completeness, and assist in required revisions as requested by the customers. 17. The contractor shall track the training completion status of all employees and provide status reports to CBRN Medical Senior-level leadership. 18. The contractor shall monitor completion of computer-based training and attendance of Instructor-led training. 19. The contractor shall provide administrative and technical support for organizational training readiness issues. 20. The contractor shall perform daily administrative support functions within CBRN Medical Operations and establishing and maintaining schedules for their program office. 21. The contractor shall prepare and send a new employee training information packet to all new personnel with mandatory training links, schedules and contact information, establishing themselves to be the primary point of contact for training questions and information. 22. The contractor shall send, collect, and retain the CBRN Medical Years of Experience form to all new personnel and will track responses in the core competency spreadsheet. The contractor will ensure the spreadsheet is kept up-to-date and the location is made accessible to the CBRN Medical Graphics team and Director, Operations. 23. The contractor shall serve as the Conference Manager for CBRN Medical putting together conference packages for JPEO approval. 24. The contractor shall create and maintain a standard operating procedure (SOP) for conference attendance at the JPM level and will coordinate all attendance requests and announcements with the JPEO Conference Manager. 25. The contractor will maintain a list of login accounts and access agreements for the MRDC Library Electronic Access Portal (LEAP) and will serve as the primary point of contact for the MOA between USAMRIID and CBRN Medical to provide interlibrary loan (ILL) services. 26. The contractor shall serve as the lead for announcements and applications for developmental assignments. 27. The contractor will prepare a monthly training report that provides updates on significant training events such as annual mandatory training completion, periodic training requirement status, leadership training program application and attendance, DAWIA certification status, and developmental assignments. The report will be sent to the Director, Operations, and the JPM 28. The contractor shall update the bi-weekly Staff meeting training slide. 29. The contractor shall be a member of the JPEO Strategic Communications Tea. Minimum Requirements:
