Responsibilities

MTSI is seeking a Senior Level Data and Tools Administrator with expertise in Atlassian Jira, Jira Service Management, and Confluence to provide support to a Government Office at WPAFB, Ohio. The administrator will be designing, implementing, and managing robust configurations and workflows within the Atlassian stack to support user needs and organizational objectives. The individual must quickly assess complex user requirements, develop tailored solutions, and provide actionable recommendations under tight deadlines, leveraging deep knowledge of Atlassian tools and best practices. Responsibilities include creating and optimizing Jira projects, workflows, and automation rules to streamline development and security processes; configuring Jira Service Management to support IT service desks, incident management, service request fulfillment; and designing Confluence spaces to enhance collaboration, documentation, and knowledge sharing. The administrator will identify, assess, and mitigate performance issues, security vulnerabilities, and scalability challenges within the Atlassian environment. The individual will develop custom integrations, scripts, and plugins to enhance tool functionality, as well as create dashboards and reports to provide insights for stakeholders. Additionally, the administrator may design training materials, user guides, or implementation strategies to drive adoption and ensure alignment with the Government's goals and objectives.

Responsibilities:

Duties to be independently executed include but are not limited to:

  • Design, implement, and manage Jira projects, workflows, permission schemes, and automation rules to support agile development processes.
  • Configure and administer Jira Service Management to enable efficient IT service desks, incident management, change management, and service request fulfillment.
  • Develop and maintain Confluence spaces, templates, and integrations to enhance team collaboration, documentation, and knowledge management.
  • Provide direct technical support to internal users and external stakeholders, including program managers, developers, and security teams, to ensure seamless tool adoption.
  • Foster relationships with stakeholders to identify user needs, recommend solutions, and promote best practices for Atlassian tool usage.
  • Integrate Atlassian tools with other DevSecOps platforms (e.g., Git, Jenkins, or security scanning tools) to create cohesive pipelines and workflows.
  • Develop custom scripts, plugins, or REST API integrations to extend Atlassian tool functionality and meet specific organizational requirements.
  • Create and maintain dashboards, reports, and analytics in Jira and Confluence to provide actionable insights for decision-making and process optimization.
  • Conduct all-source analysis of tool performance, user feedback, and system logs to identify and resolve issues, vulnerabilities, or bottlenecks.
  • Assess and mitigate security risks within the Atlassian environment, ensuring compliance with organizational and government security standards.
  • Monitor system usage and performance metrics to maintain situational awareness of tool health and user adoption.
  • Develop user guides, training materials, and onboarding resources to drive effective tool usage across teams.
  • Evaluate and implement new Atlassian features, add-ons, or marketplace apps to enhance tool capabilities and user experience.
  • Characterize and address system limitations under various usage scenarios, ensuring scalability and reliability.
  • Maintain and update Atlassian tool configurations, databases, and documentation to support evolving program needs.
  • Provide concise, well-documented recommendations and briefings on tool enhancements, adoption strategies, and process improvements.

Qualifications

  • Have a minimum of five (5) years of experience administering Atlassian Jira, Jira Service Management, and Confluence in enterprise environments.
  • Deep knowledge of Atlassian tool architecture, configuration, and integration with DevSecOps pipelines and processes.
  • Demonstrated expertise in designing and implementing workflows, automation, and security configurations within the Atlassian stack to support DoD programs.
  • Understanding of DevSecOps principles, agile methodologies, and IT service management frameworks (e.g., ITIL) as applied to Atlassian tools.
  • 12 months or more of experience administering Atlassian tools in a government or DoD environment within the last 3 years highly preferred.
  • Experience developing custom integrations, scripts, or plugins for Atlassian tools using REST APIs or Atlassian SDK.
  • Proven ability to create user-facing documentation, training materials, and executive-level briefings.
  • Ability to work independently in a dynamic environment and effectively collaborate with diverse stakeholders, including DoD personnel, developers, and security teams.
  • Expertise with Atlassian administration tools and related technologies (e.g., ScriptRunner, Automation for Jira, or Confluence macros).
  • Possess a high degree of initiative and the ability to perform day-to-day tasks with minimal supervision.
  • Strong communication skills - written and verbal.
  • Outstanding analytical and problem-solving skills.
  • Excellent organizational and time management skills.

Education:

  • Bachelor's degree in a relevant discipline, e.g., Computer Science, Information Technology, Systems Engineering, Software Engineering, or a closely related field of study.

Even better if you have these desired skills:

  • 5-10 years of experience as an Atlassian tools administrator or DevSecOps engineer with a focus on Jira, Jira Service Management, and Confluence.
  • Certifications such as Atlassian Certified Professional (ACP) in Jira Administration, Jira Service Management, or Confluence Administration.
  • Experience with cloud-based Atlassian deployments (e.g., Atlassian Cloud) and migrations from on-premises to cloud environments.
  • Familiarity with DoD cybersecurity frameworks (e.g., RMF, NIST 800-53) and their application to Atlassian tool configurations.
  • Masters degree in an Engineering discipline, e.g., Computer Science, Mechanical Engineering, Electrical Engineering, Aerospace Engineering, Industrial Engineering, Systems Engineering, Operations Research, or a closely related field of study.

Clearance Requirements:

  • Must possess an active DoD Top Secret Clearance with SCI and SAP eligibility.
  • U.S. Citizenship is required.
