Position Description

Provide technical direction and assistance on assigned technology taking ultimate accountability and decision-making authority for the parking system network. This position currently works on-site only. The City of Minneapolis does not sponsor applicants for work visas.

Job Duties and Responsibilities
-
Anticipated starting salary range: $86,912.80-$119,620.80/year, depending on qualifications.
Technology and Information Knowledge * Provide guidance and decision making on hardware problems and issues. * Provide technical direction and assistance to staff, customers and outsourced managed services resources. * Provide work direction for Senior Parking Staff to support short and long term business needs.. * Plan, supervise and ensure the deployment of new software application upgrades and development of existing programs. * Serve as system application resolver for technology and applications supporting the business. * Serve in a Project Manager role for department when working with city Parking Management Office and related vendors on new department specific technology development and solutions. * Serve as Systems Administrator to enforce and monitor file server access and related user level security. * Serve as department Liaison to BIS and related managed (outsourced) services to approve, implement and administer technology policies and solutions. Business Knowledge * Create timely cost effective solutions to business problems. * Plan, develop and administer budgets for assigned business areas. * Anticipate and implement holistic training programs to meet department business needs. * Apply strategic vision through development and maintenance of short and long range technology plans in support of department business plans and enterprise information and technology goals. * Lead intra and inter-departmental collaboration teams to promote the effective alignment and use of enterprise processes, data and systems. Enterprise Perspective * Collaborate department efforts to align work flows task and timeliness in support of departments business technology initiatives and enterprise goals. * Serve as data steward ensuring department's data integrity within enterprise data warehousing and reporting functions. * Serve as primary technology lead and department representative on city business and technology governance boards.
Working Conditions: Normal office setting with the possibility of exposure to all kinds/types of weather conditions; dust, dirt, noise, odor, fumes, chemicals, heavy traffic, etc. Standing and walking for extended periods of time on rough, uneven surfaces; push/pull, bending, twisting. This position is 100% onsite.

Required Qualifications

Minimum Qualifications: Bachelor's Degree in Computer Science or equivalent specialized training and experience
Minimum Experience: Seven years' experience performing similar duties

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. Technology and Information Knowledge * Broad knowledge of software process management and development life cycle methodologies. * Broad knowledge of data design standards and; municipal geographic information concepts, data types and definitions; City administrative structures, policies and procedures related to data practices. * Considerable knowledge of IT technology, infrastructure, and business re-engineering. * Ability to supervise and manage all aspects of systems operations. Business Knowledge * Contract management knowledge and ability. * Ability to manage projects, teams and budgets; ability to confront issues, manage competing priorities and meet deadlines; and ability to work collaboratively and independently. * Requires considerable knowledge of the operational activities of the department to which assigned Enterprise Perspective * Strong customer service skills and the ability to work effectively with people at all levels in the organization. * Good negotiation skills, research skills, analytical skills, team building skills and strong, well developed writing and verbal communication skills.
