Position: Lead OSINT Collector (Language Enabled)

Job Description:
Mission Essential is seeking a Lead OSINT Collector to support a new and dynamic contract. The candidate shall serve as lead for contractors designated against respective geographic areas of responsibility, or as assigned by the government. Duties would include but not limited to:
* Leads OSINT collection activities, overseas collection activities, provides foreign language expertise, and ensures reports meet Defense intelligence requirements. OSINT Collector Leads' geographic area of responsibilities will not overlap with other OSINT Collector Leads' geographic area of responsibility.
* Create and implement OSINT collection plans identifying sources of open source information of potential intelligence value for specific requirements as well as the tradecraft and capabilities employed to perform the collection activity most securely.
* Employ processing and exploitation practices to make collected information discoverable through the OSINT TCPED architecture
* Apply draft, review, approval, and release processes to ensure quality standards while creating and disseminating OSIRs that address the tasked intelligence requirements. The Contractor must ensure OSIRs and related intelligence products adhere to the OSINT Security Classification Guide and, when necessary, are coordinated through the OSINT Foreign Disclosure Officer (FDO) process.
Requirements:
* Minimum of 12 years of experience with a Master's degree in Intelligence Studies or related field; OR have Bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master's degree
* Fluent in one or more of the language enabled target languages: Chinese, Russian, Spanish, Arabic, or others as required. The Minimum Proficiency Standards are defined below:
o Target Language: Must achieve 3/3/3/3 in all four modalities-Listening, Reading, Speaking, and Writing-as measured by standardized language testing (e.g., ILR scale).
o English Proficiency: Candidates must demonstrate strong English skills with a minimum score of
3+ in Listening3+ in Reading
o For non-native English speakers, equivalent English language competency must be verified through standardized tests such as TOEFL or equivalent.
* Twelve (12) years of experience related to OSINT collection with at least a portion of the experience within the last 2 years. Ideally looking for a candidate with advanced language proficiency and OSINT expertise.
