Organizational Unit Overview |
The Office of Environmental Health and Safety is responsible for development and administration of ECU's comprehensive Environmental Health and Safety program for the entire University including the East (Main) Campus, Health Sciences Campus (including West Research Campus) and all outlying areas (local and regional locations) owned/operated by East Carolina University. It is the goal of the Environmental Health and Safety Office to provide a campus work environment free from occupational and environmental hazards and to promote safe work practices through training and staff development for our faculty, staff, students, patients and visitors. Activities are geared primarily towards prevention and control of occupational hazards, environmental management and emergency management through safety education and voluntary compliance rather than enforcement activities. Audits and advises departments concerning actions necessary to prevent or abate health, safety, environmental and emergency preparedness deficiencies and maintain compliance with applicable local, state and federal occupational health and safety regulations. |
Job Duties |
PROGRAM
MANAGEMENT
- Manages and implements the University's Environmental Compliance programs including hazardous waste and universal waste management and minimization; oversight and facilitation of environmental permitting requirements; management of TIER II inventory and submission of annual report; spill prevention, control, and countermeasures (SPCC); water quality; air quality; and environmental assessments.
- Hazardous waste management and minimization includes weekly collection of hazardous chemical waste from campus generator sites and transport to two permitted central storage sites. The position will coordinate proper disposal by licensed contractor and maintain all required regulatory documentation.
- Provides support services for the University's Laboratory Safety program by assisting with lab inspections and hazard assessments. Assists with coordination of corrective measures with labs and conducts follow-up inspections to confirm completion. Assists with completion of hazard assessments/PPE evaluations. Assists departments in development of safety plans and standard operating procedures for hazardous procedures performed in the laboratory.
- Assists and provides support services for the University's Hazardous Chemical inventory (including hazardous drugs and controlled substances) and Hazard Communication programs. Assists with management of chemical inventory system including update of master chemical inventory and monitoring inventory for flagged materials (highly toxic, reporting quantities, etc.). Assists with Safety Data Sheet and Labeling systems management and coordination of training to assure mandatory training is provided at required intervals.
- Other Programs as Assigned-Develop and implement other EHS programs as required.

- Conducts required inspections of hazardous waste central storage sites, universal waste storage sites, and satellite accumulation areas and maintains required documentation.
- Assists with lab inspections and hazard assessments. Assists with coordination of corrective measures with labs and conducts follow-up inspections to confirm completion. Assists with completion of hazard assessments/PPE evaluations.
EMERGENCY
RESPONSE
- Serves as primary response contact for in-house emergency response team.
- Maintains readiness in areas of responsibility including inventory management of spill response supplies and stocking of emergency response vehicles.
- Responds immediately and appropriately to all emergencies and participates in debriefings to improve program as needed.
- Attends required annual refresher to maintain HAZWOPER certification.
TRAINING/
EDUCATION
- Provides or coordinates training programs at required frequency for confined spaces and hazardous/universal waste.
- Maintains HAZWOPER certification by completing initial training (24hr or 40 hr) and attending annual 8hr refresher training.g
- Uses recognized and innovative methods of adult education.
- Presents ideas in a clear, concise, and organized manner.
- Seeks training opportunities through a variety of media-brochures, computer-based training; web-based, power point, etc.
- Completes annual North Carolina Waste Management Compliance Workshop and other required training required for providing signature on hazardous waste manifests.
MISCELLANEOUS
- Prepare reports as required by the NC Department of Labor, NC Office of State Personnel, NCDEQ, NC Hazard Management Branch and ECU Administration including, but not limited to annual TIER II report submission and ongoing management of electronic manifest system for hazardous waste.
- Serves as primary contact with regulatory agencies for environmental compliance programs.
- Serves as member and/or provides input for various University safety committees.

Minimum Education/Experience |
Bachelor's degree in a physical science, biological science, environmental science/engineering, occupational safety, industrial technology or related discipline; or equivalent combination of training and experience. Some positions may require additional training, certifications, or licensure. All degrees must be received from appropriately accredited institutions. |
