Overview

Nakupuna Consulting is looking to hire a Deputy Engineer for our Navy Bureau of Medicine & Surgery (BUMED) Project Team (Team Nakupuna). The candidate will be responsible for systematic development and implementation of policies that promote effective and efficient operations of facilities maintenance and operations worldwide. The incumbent of this position provides Division operations, management, and support functions specifically in information and knowledge management, facilities program management, and general management.



Responsibilities

    Act as Navy Medicine's central point of contact and the division's expert on cross-functional information management and information technology issues within facilities.
  • Manage the integration of diverse facilities information systems to facilitate data collection, dissemination, and the establishment of uniform facilities information standards.
  • Lead efforts to improve productivity across all facilities maintenance, repair, minor construction, energy management, and real property programs. Develop and implement policies, oversee Computer-Aided Facilities Management (CAFM) initiatives (DMLSS-FM, Maximo, and BUILDER), and manage sustainability and energy programs.
  • Develop budget estimates and annual planning figures for Sustainment, Restoration, and Modernization (SRM) programs. Provide guidance for budget formulation, track obligations and expenditures, and ensure adherence to financial plans for facility requirements.
  • Create and implement policies for identifying, reporting, and prioritizing maintenance and repair work. Prepare and review high-level correspondence, technical reports, and briefing materials for various governmental bodies and senior leadership.
  • Maintain comprehensive records for all Navy Medicine land, buildings, structures, utilities, and leased properties. Serve as the subject matter expert on policies, regulations, and laws governing Real Property, including leases and temporary facilities.
  • Oversee both contract and government/military personnel within the facilities and engineering support services.


Qualifications

Skills/Qualifications: The ideal candidate for the Deputy Engineer position must possess specialized experience which includes:

  • Extensive knowledge of facilities lifecycle management. This covers everything from engineering design and construction to facility operations, maintenance, and sustainment (FSRM), adhering to Unified Facilities Criteria (UFC) and The Joint Commission accreditation standards - preferred.
  • Deep understanding of relevant regulations and policies: Proficiency in federal laws, DoD, Navy, and USC codes pertaining to real property inventory, environmental, energy, and financial management.
  • Proficiency in financial and program management: This includes Federal Budget processes, PPBES cycle, and applying qualitative/quantitative techniques for program effectiveness.
  • Ability to communicate and articulate complex ideas and recommendations effectively, both verbally and in writing (presentations, briefings).
  • Ability to present program decisions, negotiate solutions for complex issues, and build strong, cooperative relationships with senior leadership, supervisors, managers, and coworkers.
  • A strong grasp of Navy Medicine's mission and objectives as they relate to facilities.
  • Comprehensive knowledge of DMLSS-FM, BUILDER, iNFADS, or other CMMS systems like NAVFAC MAXIMO and NAVFAC eProjects.

Preferred Certifications:

  • PMP or Facilities Management Certification (CFM, FMP)
  • DoD or Navy Medicine Facilities Background
  • Experience with Federal Real Property Inventory
  • Federal Budgeting and Financial Planning
  • Lean Six Sigma or Process Improvement Experience

Education/Experience: A bachelor's degree in engineering or combination of education and experience.

Clearance Requirements: Must have a SECRET security clearance. Must be a U.S. citizen.

Work Location: Falls Church, Virginia.

Travel: Work is normally performed in an office setting. However, when performing facilities site visits, considerable time is spent outside in a variety of weather conditions. Travel to meetings, installations and conferences are required outside the immediate area. Travel 10%.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
  • Ability to walk, bend, and climb onto roofs.
  • Ability to inspect mechanical rooms and all aspects of facilities and surrounding grounds.
