About the Position

In this role, the Engineer performs a variety of professional technical duties of a basic to complex nature. Under general supervision, the primary focus of this position will be reviewing construction drawings, drainage reports, hydrologic and hydraulic models, and technical reports for revisions to floodplain delineations, floodplain management, and floodplain use permitting. Additionally, as a public-facing department, the Engineer will provide information and technical assistance to the public, consulting engineers, co-workers, and other agencies.

We Require

  • Bachelor's degree in Civil Engineering, Hydrology, or Water Resources Engineering field

  • Two years of work experience as a civil engineer with a strong background in hydrology, hydraulics, or water resources

  • Registration as a Professional Engineer (PE) by the Arizona State Board of Technical Registration or by the technical board of another state, with the ability to obtain Arizona Registration within six months of employment

We Also Value

  • Master's degree in Civil Engineering or related field

  • Certified Floodplain Manager (CFM) certification

  • Familiarity with Floodplain Regulations and Flood Control District structures

  • Demonstrated experience in the use of HEC-HMS, HEC-RAS 1D & 2D, and ArcGIS

  • Skill in establishing and maintaining cooperative working relationships with others

Job Contributions

  • Review hydrologic and hydraulic analyses for FEMA floodplain map changes, sand and gravel, and floodplain use permitting

  • Review surface water hydrology computer modeling, primarily utilizing HEC-HMS

  • Review surface water hydraulic computer modeling primarily utilizing HEC-RAS

  • Review technical reports related to hydrologic and hydraulic analyses

  • Review engineered grading and drainage plans, construction documents, and drainage reports for compliance with floodplain regulations

  • Provide prompt and accurate written and verbal communications related to floodplain permitting information, submitted review documents, required corrections, permit procedures, and status of plan reviews; inputs to permitting software

  • Represent the Flood Control District in various meetings with other governmental agencies, the public, and respond to internal and external requests, and provide technical recommendations/assistance. Establish and maintain cooperative working relationships with co-workers, the public, governmental agencies, and permit stakeholder groups

  • Other job duties as assigned

Working Conditions

  • This position requires the employee to be in the office/field or customer-facing for all hours worked

  • Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly, or requires walking or standing to a significant degree

  • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions

  • ArcGIS, Tyler Permitting, Microsoft Suite, and engineering software as above
