About the role:

The Associate Vice President (AVP) for Civil Rights and Compliance provides strategic leadership and operational oversight for university-wide compliance with civil rights regulations. This role serves as the university's chief officer responsible for cultivating a diverse, inclusive, and equitable campus environment and ensuring compliance with key federal and state regulations, including Title IX, ADA, Section 504, and CSU Executive Orders related to Discrimination, Harassment, and Retaliation (DHR).

Serving as the University's Title IX Coordinator, DHR Administrator, and ADA/Section 504 Compliance Officer, the AVP plays a vital leadership role in aligning compliance activities with CSUB's justice, equity, diversity, inclusion, and belonging (JEDIB) priorities and institutional mission. This role reports directly to the Vice President of People and Culture and serves as the primary university spokesperson for civil rights compliance matters.

The anticipated annual salary range for this position is $160,000-$190,000 based on experience.

How you will spend your time:

Strategic Civil Rights & Compliance Leadership (35%):

    Serve as the University's lead for Title IX, DHR, and ADA/Section 504 compliance.
  • Provide strategic leadership on policies, procedures, and practices related to civil rights and JEDIB.
  • Represent CSUB in external investigations and liaise with regulatory agencies (OCR, EEOC, DFEH).
  • Develop and maintain comprehensive compliance protocols.
  • Engage in systemwide workgroups and local/regional planning to advance institutional goals.

Investigation Leadership & Case Management (35%):

  • Direct investigations of discrimination, harassment, retaliation, and sexual misconduct cases.
  • Oversee intake processes, interim measures, and ensure compliance with applicable laws and CSU policies.
  • Conduct fact-finding, produce investigatory reports, and advise on appropriate actions.
  • Ensure fair and impartial investigations aligned with university and legal standards.

Training & Educational Programs (15%):

  • Develop and deliver campus-wide training programs on civil rights, Title IX, ADA, and DHR.
  • Collaborate with campus partners to foster awareness and understanding of compliance obligations.
  • Evaluate the effectiveness of training initiatives and revise as needed to meet evolving legal and institutional requirements.

Organizational Leadership & Staff Development (10%):

  • Provide leadership and management to compliance staff, fostering professional growth and accountability.
  • Align team performance with CSUB's mission and strategic objectives.
  • Oversee resource allocation, organizational structure, and performance management.

Responsibilities in Support of Institutional Mission (5%)

  • Complete special projects and maintain current expertise through training.
  • Serve as a designated Disaster Service Worker and participate in CSUB's Emergency Operations Center as assigned.

Required Qualifications:

  • Master's degree in Higher Education Administration, Law, Public Policy, Social Work, Human Resources, or a related field.
  • Minimum of seven (7) years of progressively responsible experience in civil rights compliance or a related field, or an equivalent combination of education and experience, including three (3) years of supervisory experience or equivalent leadership responsibilities.
  • Comprehensive knowledge of federal and state laws related to civil rights (Title IX, ADA, DHR, etc.).
  • Expertise in leading investigations and resolving complex compliance issues.
  • Ability to lead with empathy, cultural sensitivity, and an inclusive approach.
  • Strong organizational, conflict resolution, and mediation skills.
  • Experience with training program development and delivery.
  • Fiscal management and resource allocation expertise.

Desired Qualifications:

  • Juris Doctor (JD).
  • Experience in collective bargaining environments.
  • Familiarity with CSU/California EEO policies.
  • Experience working in higher education settings with a focus on customer service and compliance.
