Job Description

The University of Missouri Division of Information Technology (DoIT) is seeking a business and finance officer (BFO) to serve the needs of the University of Missouri's technology operations. Reporting to the Chief Information Officer (CIO), this position is responsible for providing financial leadership, managing DoIT's business and financial function, and providing oversight and coordination to advance strategic initiatives. In collaboration with the CIO and the DoIT leadership team, this position provides effective financial management, budgeting, reporting, and analysis for an annual budget of $55M.

This position also acts as a strategic partner for DoIT and the MU and UM Divisions of Finance and Business Services. The BFO will play an integral role in the planning, forecasting, and integration of critical performance initiatives into the multi-year planning model for the university. S/he will lead the development, management, and projection of DoIT's operating and capital budgets, including overseeing the development of comprehensive budget and management reports. Continuous improvement and a transformative mindset will be key to furthering the university's complex and cross-functional business objectives. The individual represents Business Operations, takes part in discussion and project work, and works to implement designated actions and activities. S/he must have exceptional communication skills, be flexible, and quickly adapt to rapid change and multiple priorities while maintaining a high level of professionalism.

The BFO is responsible for the day-to-day transactional accounting and fiscal activities of DoIT. S/he will lead the fiscal group to ensure accurate and timely financial reports in accordance with University Policy, and Governmental Accounting Standards.

Responsibilities include:

  • Partner with department leaders to ensure budget allocations, revenue targets, and financial decisions are in alignment with unit and campus-wide strategic priorities and goals. Develop, analyze, and present reports to assist with decision-making. Explore and/or analyze funding opportunities and cost-reduction efficiencies to support a financially sustainable department. Regularly provide information to leaders including Directors, Deans, Vice Chancellors, community representatives, and other external stakeholders.
  • Assess operating results in terms of performance against budget. Recommend operating effectiveness improvements for the units, serving as a trusted advisor on the leadership team. Provide accurate and timely historical and projected financial and operational information and analysis, including presentation of financial results compared to plan. Provide advice and counsel to leadership on the interpretation of operating results and trends. Assist with recommendations of action plans where required.
  • Oversee strategic IT projects with a focus on change management initiatives that require innovative approaches and cross functional resource allocation. In collaboration with DoIT leadership, create a business model, financial plan and projections. Establish guidelines for budget and forecast preparation and lead the preparation of the annual budget in consultation with the MU Finance & Business Services, UM System Finance and university senior leadership.
  • Provide leadership for DoIT fiscal staff including ensuring effective training, support, and guidance, interpretation of policies, procedures, and best practice advice.
  • Exercise ownership and accountability for the day-to-day transactional accounting and fiscal activities including accounts payable, accounts receivable, journal entries, travel expenses, purchasing card activity, budget maintenance, and post-award grants management.
  • Perform monthly, quarterly, and annual financial oversight including ensuring compliance with policies and procedures, reviewing and/or approving a variety of transactions, maintaining signature authority for division-wide purchases, and approving fiscal and human resources security and actions. Oversee the processes of payroll reconciliation, travel authorization, purchasing card reconciliation, internal controls, and other fiscal activities.
  • Partner with Campus Business Services and University Procurement on technology purchase contracts. Assist the division directors with contract negotiations and management. Assist the CIO with management of key vendors and related contracts, ensuring contract compliance and accuracy of metrics, calculations, and charges.

Additional duties and responsibilities may be expected to support the mission and priorities of DoIT, MU Finance & Business Services, and the University of Missouri.

Minimum Qualifications

Minimum Qualifications

  • A bachelor's degree and at least 7 years of experience or an equivalent combination of education and experience from which comparable knowledge and skills can be acquired.
  • Intermediate to advanced knowledge of Microsoft Office Suite including Teams, Excel & PowerPoint
  • Recognizable as a leader, possessing outstanding communication and interpersonal skills.
  • Strong quantitative and technical skills required.
Preferred Qualifications

  • Master's degree or other advanced degree in accounting, business, economics, finance, or other relevant areas of study.
  • Experience evaluating and negotiating technology contracts, including software, consulting, and cloud services.
  • Certified Public Accountant
  • Experience working in a Higher Education IT organization
  • Experience working with PowerBI and other reporting/data visualization tools
  • Experience with PeopleSoft Financials or other finance/accounting/budget software
  • Ability to quickly establish credibility and rapport with a broad set of executives and constituencies.
  • Strong results orientation with a demonstrated record of accomplishment of success as an influential leader.
  • Strong presentation and negotiation skills and the ability to work in fast-paced and independent environments.
  • Demonstrated success collaborating across organizational lines to ensure strong working relationships with academic units, research centers, and administration.
  • Ability to build and sustain high-performing teams.
  • High degree of adaptability and ability to drive results throughout the organization.
Anticipated Hiring Range

Salary Range: $115,000 - $155,000 Commensurate with experience
