The Oregon Youth Authority (OYA) is seeking a strategic and equity-driven leader to serve as our next Deputy Director. This is an exciting opportunity to help shape the future of Oregon's juvenile justice system by supporting youth transformation, agency innovation, and system-level change.

As a key member of the executive leadership team, the Deputy Director supports the Director in the oversight and direction of the agency's secure facilities, community-based services, internal operations, and research and policy initiatives. This position acts as the Director's designee, represents OYA across state government and with community partners, and provides leadership to ensure agency programs are trauma-informed, developmentally appropriate, and rooted in equity and accountability.

The ideal candidate will bring emotional intelligence, strategic thinking, and deep alignment with OYA's mission to provide safe environments and positive youth development opportunities. We are looking for someone who thrives in complexity, builds strong relationships, and inspires organizational alignment through communication, collaboration, and vision.

Key Duties Include:

  • Provide strategic leadership and oversight of OYA's operations, services, and programs across facilities and communities.

  • Support the Director in administering all agency programs, policies, performance systems, and resource allocations.

  • Develop and implement agency-wide priorities, performance metrics, and long-term planning strategies.

  • Represent OYA with legislative committees, the Governor's Office, law enforcement, local governments, juvenile justice partners, schools, and the public.

  • Collaborate with the judiciary, treatment providers, and social service systems to ensure coordination of services for youth.

  • Promote and lead initiatives aligned with diversity, equity, inclusion, anti-racism, and cultural responsiveness throughout the organization.

  • Guide trauma-informed and developmentally appropriate practices across programs and policies.

  • Contribute to a positive and inclusive workplace culture consistent with OYA's Positive Human Development philosophy.

  • Act as Agency Director in the Director's absence.

  • Assist in leading budget development, workforce development, facilities management, and compliance-related functions.

  • Ensure the development and implementation of policies informed by research, best practices, national trends, and stakeholder engagement.

Tentative Interview Dates:

  • 3rd round IN-PERSON interviews: 9/11/2025

What You Need to Qualify:

  • Seven years of management experience; OR
  • four years of management experience and a bachelor's degree in a related field.
