General Summary of Position Operational leadership and management of the Office of Financial Management and Sponsored Awards Administration. Directs areas of responsibility includes all phases of financial analysis including but not limited to financial reporting, financial and operational analysis, ad-hoc reporting, budgeting, forecasting, general ledger account analysis, deferred revenue, audits and manage funding that contributes to institutional priorities and supports faculty in their research, scholarship, and creative activities. Serves as a thought partner with the Chief Financial Officer (CFO) to provide leadership and insight to align financial performance with scientific center goals to increase operational efficiencies and maximize revenues. Establishes goals and policies for area of responsibility subject to senior management review. Plays an active role regarding the interpretation of policies, development of procedures, and selection appropriate course of action. Primary Duties and Responsibilities
Partners with CFO to design, implement, control and manage all MedStar Health Research Institute's financial operations.Coordinates and monitors monthly financial statement closing process - including reporting to MedStar Health Finance. Directs the preparation and review of timely and accurate monthly financial statements assuring compliance with generally accepted accounting principles.Ensures preparation, enhancement, review, distribution, and interpretation of financial statements and management reports. Leads the monthly departmental finance meetings and follows up on issues that arise.Works closely with CFO in the development and submission of the five-year financial forecast and the annual budget. Coordinates strategic budget development with Scientific Center and Administrative leaders; reviewing existing and potential new awards; reviewing revenue and expense trend analysis. Leads the annual Hyperion budget training for Sponsored Awards Administrators.Supports the CFO in performance reporting and support to Executive Committee and appropriate Board Committees as applicable. Establishes and maintains partnerships with department senior leaders and staff to promote organizational efficiency and effectiveness. Establishes and maintains partnerships with MedStar Health Central Business Office (Budgeting, Capital) and PSS (Accounting, Billing, Collections, and Reporting).Services internal customer's needs for ad-hoc and routine information/report requests; including federal reporting requirements.Oversees the investigation and analysis of financial fluctuations over consolidated MHRI results and departmental fluctuations. Ensures documentation of variances and other explanations of financial statement activity.Reviews and approves monthly general ledger account reconciliations. Ensures corrective actions take place.Directs and maintains information reporting systems (e.g., PeopleSoft, Hyperion, Axiom Capital Tool and Tableau) between the Office of Financial Management and users of financial information. Continually investigate current and emerging technology trends in order to determine how/when to apply these technologies to enhance service objectives.Assists in the recommendation and implementation of financial strategies for the organization.Responsible for the hiring, training, direction and performance of the Research Institute Finance and Sponsored Awards Administration staff.Consistently demonstrates support for compliance in the performance of job duties and responsibilities by a) developing and maintaining knowledge of, and performing job functions in compliance with, rules, regulations, policies, and statues that affect his/her job; b) maintaining knowledge of and performing job functions in compliance with MedStar Health and MedStar Health Research Institute policies and procedures; and c) reporting compliance concerns in an appropriate and timely manner.Designs, writes, oversees, and implements procedures and controls for all financial reporting and records that will meet all audit requirements of the Research Institute and MedStar Health for public and government audits, and any state and local government reviews as may be applicable; development and implementation of policies and procedures governing the sponsored research enterprise, while working with the Assistant Vice President of Research Administration and other senior leaders and institute stakeholders to gather input and support for policy implementation.Shares responsibility regarding the annual A133 audit, which includes working closely with external auditors and internal stakeholders; coordinates preparation of the SEFA, sub-monitoring, and responses to inquiries and requests of auditors. coordinates preparation of the SEFA, sub monitoring, and responses to inquiries and requests of auditors.Coordinates preparation and submission of fringe and F&A for indirect cost proposal; develops and manages annual service center rate setting; including partnering with service center leadership to gather financial information for rate development.Manages the proper financial administration of the Institute's federal and private awards, including subrecipient management; procurement management for federal awards; federal fiscal conformity reporting (FFATA & SBA); reviews/approvals of various federal award transactions; work with appropriate stakeholders on sponsored award and cost allowability issues; reviews and approves contract and grant set-up, central review and approval of cost transfers for federal compliance, and works with Scientific Center staff on sponsored award cost allowability issues.Partners with Assistant Vice President of Research Administration on Uniform Guidance initiatives; updating and training staff on Uniform Guidance; entity representation at the Federal Demonstration Partnership (FDP).Develops and contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards and safety standards. Ensures compliance with hospital/facility policies and procedures and governmental/accreditation regulations.Participates in multidisciplinary quality and service improvement teams as appropriate. Participates in meetings, serves on committees and represents the department and hospital/facility in community outreach efforts as appropriate.Performs other duties as assigned.

Knowledge, Skills, and Abilities
- Thorough working knowledge of the concepts, theories, principles and practices of general and cost accounting and the analysis of financial statements. Working knowledge of GAAP and U.S. Government cost principals, preferably OMB Circular Uniform Guidance.
- Working knowledge of PeopleSoft and Hyperion to extract and financial data and create reports.
- Ability to present and communicate ideas effectively both verbally and in writing.
- Ability to establish and maintain effective working relationships with MedStar associates.
