Stellar is seeking and entry level Systems Engineer/Technical Advisor for a unique opportunity to provide systems engineering support to the center of gravity for systems engineering and technical evolution in the Mission Integration Directorate (MID) at the National Reconnaissance Office (NRO). The candidate will collaborate with senior management, technical project directors, systems engineers, customer stakeholders, mission partners, and development contractors to ensure systems are deployed effectively and sustained throughout the mission lifecycle.

The Intelligence Group provides high-end systems engineering and integration support, software development, and data analytics to national security and military intelligence customers. We help our clients meet complex mission objectives by delivering trusted technical expertise, innovative solutions, and forward-leaning technology.



Role/Responsibilities/Qualifications

The ideal candidate will bring a strong interest in supporting national security missions and a desire to contribute to intelligence efforts that impact the warfighter. They should be eager to learn about NRO decision-making processes and gain exposure to the mission systems and capabilities the NRO provides. A collaborative mindset and a willingness to build trusted working relationships with both internal and external stakeholders are essential.

Required Qualifications:

    Bachelors and 0-3 years of experience or HS/GED and 7 years or Associate and 5 years or Masters 0-3 years of experience or PhD and 0-3 years of experience
  • Conduct supporting analyses and evaluations of MID projects and initiatives to ensure alignment with MID and group strategic direction, technology roadmaps, NRO requirements, and overarching strategic goals
  • Advise MID teams in identifying technical risks related to new and existing projects, and assess technologies, system concepts, and data to identify applications of emerging technologies that address mission needs
  • Support and coordinate MID outreach efforts with NRO offices, other government agencies, industry partners, and academic institutions
  • Provide technical support and input on Intelligence Community (IC) initiatives involving advanced research, applied technology concepts, and demonstration efforts
  • Support systems engineering activities, helping ensure alignment with mission goals and technical requirements
  • Assist in developing and maintaining procedures and standards for managing technical development and architectural planning across the MID Enterprise
  • Support enterprise-wide assessments, planning, and visualization activities, including identifying opportunities for transition and implementation of new capabilities
  • Review and help prepare technical and programmatic documentation, including plans, policies, concepts of operations, system architectures, and initiative proposals
  • Develop working knowledge of NRO capabilities across key intelligence domains such as GEOINT, SIGINT, MASINT, and HUMINT
  • Maintain awareness of both ground and space-based architectures and their interconnections to support cohesive mission integration
  • Mission Operations Experience
  • Requires current TS/SCI Clearance with CI Poly

Desired Qualifications:

  • Masters in Science or engineering discipline
  • Strong presentation skills (oral and written) for senior government managers
  • Innovative, proactive, collaborative mindset with ability to work across multiple functional disciplines (Technical, Programmatic, Financial, Business / Contractual)
  • PMP Certification


Deliverable(s)

Deliverables will be in the format of reports, briefings, spreadsheets, or other documents as directed by the Government, using NRO and/or government approved and/or mandated systems/software and processes governed by guidance/instructions/policy or direction. The nature of this work will, at times, require a quick response to stringent deadlines and always in a high quality, professional manner.
