Consulting Services Group (CSG) is seeking a Contract Special Security Representative (CSSR) to join our team in Maryland. The CSSR, under the direction of supporting CSSOs, is responsible for assisting in the day-to-day management and implementation of the facility's SCI security program for subordinate SCIFs. CSSRs perform one or more of the CSSO duties as delegated and agreed to by their CSSOs IAW 32 CFR of Federal Regulation Part 117, National Industrial Security Program (NISP), and DoDM 5105.21, Volume 1.

Duties/Tasks and Responsibilities:

  • Responsible for the management of Sensitive Compartmented Information (SCI) programs with primary responsibilities as the Special Security Officer (SSO) under the 32 CFR of Federal Regulation Part 117, National Industrial Security Program (NISP).
  • Support the SCI clearance processing, visit certifications, document control, and physical security, including alarm response for controlled areas
  • Possess thorough understanding of security databases such as DISS and Scattered Castles.
  • Administers routine aspects of security SCI programs, supporting SCI initiatives. and supporting SCI Programs in compliance with the NISPOM, JAFAN's, DCID's, Intelligence Community Directives (ICDs) and other applicable government security directives associated with SCI and other special security programs.
  • Properly account for, control, transmit, transport, package, and safeguard SCI. Provide for destruction of SCI by authorized means and in accordance with DoDM 5105.21 and DD Form 254, as appropriate.
  • Disseminate SCI only to people authorized access to the material and with an established need to know.
  • Serve as the official channel for certifying and receiving SCI visitor clearances and accesses.
  • Maintain the Defense Information System for Security (DISS) to accurately reflect all personnel under their cognizance.
  • Conduct or otherwise manage SCI personnel, information, physical, and technical security (e.g., TEMPEST and TSCM) actions and procedures in accordance with DoDM 5105.21.
  • Provide guidance and assistance for processing SCI position and eligibility requests.
  • Perform all aspects of the SCI Personnel Security Program to include, but not limited to, nomination interviews, validation of SCI access requirements, submission of investigative requests, conduct SCI security briefings; obtain signed NDA and NDS; and perform other related personnel security actions.
  • Provide briefings on local SCI security procedures to newly arrived personnel and those receiving initial SCI indoctrination. Emphasize unauthorized disclosure awareness, management, and reporting during indoctrination and termination briefings and day-to-day security program execution.
  • Report and investigate all unauthorized disclosures of classified intelligence information in accordance with DoDM 5105.21.
  • Interface with telecommunications centers, computer centers, and similar offices to establish and maintain SCI security operational channels. Provide telecommunications centers, watch centers, and the appropriate command centers with the non-duty telephone numbers of, and instructions for, contacting special security office personnel.
  • Conduct continuing SCI security education training and awareness program to ensure all SCI-indoctrinated individuals are kept apprised of the requirements and guidelines for protecting SCI. Annual training of original classification authorities and biennial training derivative classifiers required by Executive Order 13526 will be included in this program.
  • Maintain appropriate accreditation documentation for each SCIF, communications system, and IS under the organization's security cognizance.
  • Review all reported derogatory information on SCI-indoctrinated personnel. Take appropriate action as required by the applicable DoD personnel security regulations described in Enclosure 1 of Volume 3 of DoDM 5105.21.
  • Execute other duties and responsibilities as directed by the supported SIO through the appropriate contracting officer or COR.
  • Maintain continuing liaison, as required, with non-SCI security officials.
  • Maintain security policies and procedures in accordance with DoDM 5205.07 (Special Access Program Security Manual) series

Minimum Qualifications:

  • Must be a U.S. Citizen
  • Must hold an active Department of Defense Top Secret Clearance and be SCI eligible.
  • Must have an active CI Polygraph
  • Minimum of 4-8 years of CSSR experience supporting DOD and the IC.
  • Background in one or more of the security SCI disciplines (Physical, Information, Personnel, Cyber, Industrial, and Operational)
  • Security Fundamentals Professional Certification (SFPC) or other CDSE/STEPP certifications
  • Demonstrated knowledge of DoD/IC security policy and procedures
  • Familiarity with security systems (e.g., DISS, JPAS, e-QIP, SCATTERED CASTLES)
  • Previous experience supporting SCI or SAP facilities (SCIF/SAPF)
  • Proficiency in Microsoft Office and document management

Education:

  • Associate's degree or higher in Criminal Justice, Security Management, or related field

Desired Qualifications:

  • Familiarity with classified IT systems and TEMPEST requirements
  • Familiarity with DoDM 5105.21 (Sensitive Compartmented Information Administrative Security Manual)
  • Familiarity with DoD 5200.1-R, ICD 704/705, NISPOM (now 32 CFR Part 117)

Work

  • This is a full-time position working normal workday hours, Monday to Friday, with weekends and holidays off.
  • Work is performed on-site in an office or SCIF environment (no remote work option)
  • May require flexible hours to support mission requirements

Travel:

  • May require occasional travel

Job location: Onsite in the vicinity of Laurel, Maryland. Remote telework is not available.
