KPMG is currently seeking a Manager to join our Federal Advisory practice.

Responsibilities:
  • Provide oversight of operations and management activities for Building and Utilities Control Systems to ensure optimal performance / compliance
  • Conduct inspections / evaluations of control devices and network installations to ensure they meet design specifications and functional requirements
  • Lead system integration efforts, ensuring seamless interfacing and interoperability between various control systems
  • Manage lifecycle activities to include system updates, enhancements, and replacements
  • Develop / implement Standard Operating Procedures (SOPs), localized policies, and procedures for the efficient operation / maintenance of control systems
  • Ensure all documentation includes necessary RMF (Risk Management Framework) artifacts to support the attainment of an Authorization to Operate (ATO) for FRCS (Facility Related Control Systems) systems
  • Train government-appointed operators to best practices for operating and managing control systems
  • Operate Building and Utilities Control Systems in the absence of designated personnel, providing continuity / support
  • Document equipment / software deficiencies and provide informed recommendations for modernization / replacement of outdated hardware and software
  • Participate in design reviews and project development to enhance system capabilities / performance
Qualifications:
  • A minimum of five years of experience with Building and Utilities Control Systems, including direct experience with DDC (Direct Digital Control), AMI (Advanced Metering Infrastructure), Smart Grid, and SCADA systems; U.S. Federal government consulting experience preferred
  • Bachelor's degree from an accredited college/university; Master's degree from an accredited college/university preferred
  • Proficiency in developing SOPs and cybersecurity documentation aligning with RMF standards
  • Knowledge / experience with SCADA (Water and Wastewater) processes, monitoring / controlling water distribution networks
  • Experience training / educating operators / technical personnel
  • Strong analytical and problem-solving skills with attention to detail
  • Position is located / required to be onsite in Okinawa, Japan (multi-year project)
  • Applicant must possess a U.S. Government Secret clearance
