Operations Center Training and Compliance Specialist
Responsible for the review, development and implementation of all compliance procedures and training activities for the Duquesne Light Operations Center. This involves maintaining adherence to all PJM, NERC, FERC, RFC, and state PUC applicable regulations through regular review and updates to procedures. Responsible to provide information needed for the timely submittal of reports, responses to data requests, and preparation and submittal of audit information. In addition, responsible for the development and implementation of initial and recurring transmission, sub-transmission and distribution system training for all Operations Center personnel to ensure the safe, adequate, reliable and secure operation of the Duquesne Light electric system.
Location: Woods Run Complex in Pittsburgh, PA
Responsibilities:
- Develop or modify existing Operations Center Procedures, verifying they align with other internal DLC department procedures, to ensure continuous compliance with NERC, FERC, RFC, PJM and PUC reliability standards.
- Manage the annual work plan for manual updates and the matrix of standards references.
- Develop and conduct training for new or existing Operations Center procedures, verifying alignment with other internal DLC department training programs or procedures, to ensure compliance with NERC, FERC, RFC, PJM and PUC reliability standards or internal DLC requirements.
- Monitor the Continuing Education Hours (CEH) for all NERC and PJM certified employees in the Operations Center, schedule annual recurrent training necessary to maintain these certifications, maintain training records in accordance with record retention policies, and ensure DLC's status as a NERC continuing education provider is maintained.
- Develop, modify, and implement recurring and initial training programs for the Transmission and Distribution System operators.
- In conjunction with the OTS Specialist and other support staff, develop and execute simulations for ongoing and new user training and company sponsored drills.
- Develop, update, and deliver technology-related training to Operations Center Personnel.
- Support compliance with NERC and PJM standards including preparing for and responding to audits, responding to requests for data, submitting reports, providing evidence needed for investigations, and serving as the Operations Center's subject matter expert for compliance related matters.
- Participate on external committees and attend meetings, such as PJM and RF.
- Participate in and represent the Operations Center for NERC and PJM compliance audits pertaining to Transmission Owners and ensure all documentation for the auditor is available.

- Participate as a member of the Company's Storm Team. As necessary
Education/Experience Required:
Preferred: Bachelor Science in Electrical Engineering and/or 7 years' experience working in an Operations Center setting. RTO certification and NERC certifications desired.
