DESCRIPTION OF WORK

As a Placement Analyst, you will be responsible for handling talent acquisition duties for assigned program areas, including placing well-qualified candidates, filling vacancies, and providing placement services to internal and external customers. Key responsibilities include:
- Providing consultation, technical guidance, and assistance to directors, managers, and supervisors regarding recruitment options, promotional procedures, examination requirements, and filling of vacancies
- Providing interpretations, assistance, advice, guidance, and direction to supervisors and managers on Merit System Employee Regulations, bargaining unit agreement requirements, Equal Employment Opportunity policies, and Agency policies governing placement actions
- Creating requisitions, exam plans, job postings, and referral lists for all internal postings
- Independently evaluating internal applications for eligibility based on specific recruitment method criteria and MET requirements
- Creating and submitting requisitions for external job postings
- Participating in the development and revision of various exams as well as the review and development of evaluation policies
- Reviewing postings created by the Bureau of Talent Acquisition (BTA) for external postings before they are activated
- Reviewing the candidate pool and calculating the rule-of-three (or alternative rule) for program area supervisors

- Full-time employment
- Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to 4 days per week, with one day per week in the Northwest Office Building in Harrisburg. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Successful completion of the Human Resource Management Trainee program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- One year as a Human Resource Assistant 2 or an Equal Opportunity Assistant (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- One year of paraprofessional analytical experience and a bachelor's degree; or
- An equivalent combination of experience and training.
Other Requirements:

- You must be able to perform essential job functions.
Legal Requirements:
- You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis.
