This position is to support Department of Interior's (DOI) Mission Support: Operational Efficiencies and Experiences project with the implementation of technology solutions and tools, and business process management to support a range of mission-critical, strategic goals and objectives. All areas involve the utilization of agile methodologies and continuous integration practices; resulting in adaptable technologies and business processes that can evolve with the Government's strategic direction and objectives. This position also supports unique mission requirements with emphasis being placed on scalability, interoperability, accessibility, and long-term sustainability that are adaptable to changes in federal policy and/or Government mission requirements. Seneca Technologies is seeking an IT Subject Matter Expert (SME) to provide strategic guidance and deep technical expertise across multiple domains. This senior-level role is critical for bridging the gap between business objectives and technological execution. The SME will act as the ultimate authority on complex challenges related to project management, systems architecture, software development, and business/systems analysis. You will be responsible for ensuring technical excellence, innovation, and alignment across various IT initiatives, mentoring teams, and driving the successful delivery of robust, scalable technology solutions. This position is aremote position. Responsibilities include, but are not limited to:
- Provide expert-level consultation on project planning, scheduling, resource allocation, and risk management in accordance with established government frameworks and company policies.
- Advise on the implementation of project management methodologies (e.g., Agile, Scrum, Waterfall, PMBOK) to optimize project execution and delivery.
- Serve as a technical advisor in high-level project meetings, integrated project team (IPT) sessions, and client briefings, effectively communicating complex technical concepts to both technical and non-technical audiences.
- Review and assess project deliverables for technical accuracy, quality, and compliance with contract requirements. Lead the design and development of robust, scalable, and secure enterprise-level system architectures that align with federal mandates and client requirements (e.g., FedRAMP, NIST, FISMA).
- Evaluate emerging technologies, software, and hardware to provide strategic recommendations for system modernization and enhancement.
- Develop and maintain comprehensive architectural documentation, including system diagrams, data models, and technical specifications.
- Ensure architectural integrity and consistency across multiple projects and systems within the program portfolio.
- Guide and mentor development teams throughout the entire Software Development Life Cycle (SDLC), from requirements gathering and design to coding, testing, and deployment.
- Champion best practices in software engineering, including secure coding standards, code reviews, version control, and continuous integration/continuous delivery (CI/CD) pipelines.
- Provide expert analysis and resolution for complex software-related issues and advise on optimal technology stacks and development tools.
- Ensure software solutions are developed in compliance with CMMI, ISO, and other relevant quality and process improvement standards.
- Collaborate with federal clients and stakeholders to elicit, analyze, and translate complex business and mission requirements into detailed technical specifications and user stories.
- Perform in-depth systems analysis to identify opportunities for process improvement, system optimization, and enhanced functionality.
- Conduct feasibility studies, trade-off analyses, and cost-benefit analyses for proposed IT solutions and initiatives.
- Develop analytical models and reports to support data-driven decision-making for program leadership and government clients.
Basic Qualifications:
- Must be a U.S. Citizen or Permanent Resident, as mandated by our government client.
- Must be able to complete/pass/hold a moderate public trust investigation.
- 15+ years of experience, Federal Government Contracting experience preferred.
- BS/BA degree in Computer Science, Information Sciences, or related IT discipline.
- Diverse experience in multiple IT disciplines.
- Project Management Experience.
- Excellent analytical skills, attention to detail, and strong problem-solving abilities.
- Excellent communication and collaboration skills.
