Qualifications

Education and Experience: Bachelor's degree and five years of IT experience, including two years in a supervisory role.

Substitution of Associate's Degree: An IT-specific associate's degree may substitute for the required bachelor's degree.

Substitution of Experience for Degree: Professional IT experience may substitute for the associate's degree on a year-for-year basis up to two years.

Substitution of Graduate Coursework: Graduate IT coursework may substitute for up to two years of required experience.

Overview

Under general supervision, the IT Manager - Senior supervises professional IT staff and oversees complex IT operations, serving as an assistant IT director in large operating departments. In alignment with STS strategy, this role partners with agency leadership to deliver strategic planning, risk mitigation, policy implementation, project oversight, and aligning IT services with business objectives and compliance requirements. This class differs from that of IT Manager in that an incumbent of the latter acts as an assistant IT director in a small to moderate sized operating department or acts as an assistant manager for a large sized operating department. This class differs from higher level classes in IT management and related series in that incumbents of the latter perform duties of greater scope and complexity.

Responsibilities

1. Team Supervision: Lead and mentor IT professionals across support, infrastructure, applications, and cybersecurity teams to ensure optimal performance and development.
2. Project Management: Plan and coordinate IT projects, including system implementations, upgrades, and integrations, ensuring timely and budget-conscious delivery.
3. Operational Oversight: Manage daily IT operations, including network administration, help desk services, application support, and system availability.
4. Security Compliance: Support STS cybersecurity initiatives and compliance efforts by enforcing agency and state IT security policies and protocols.
5. Vendor Management: Coordinate with external vendors and service providers for technology procurement, licensing, and support services.
6. Budget & Resource Planning: Assist in the development and oversight of the IT operating budget, including forecasting and procurement planning.
7. Process Improvement: Identify and implement improvements to IT service delivery processes, workflows, and support systems.
8. Stakeholder Communication: Act as a liaison between IT and business units to understand technology needs and deliver responsive solutions.
9. Asset Management: Maintain accurate inventory and lifecycle management for IT hardware, software, and other digital assets.
10. Disaster Recovery Support: Assist in maintaining and testing business continuity and disaster recovery procedures to ensure operational resilience.
