The ideal Candidate hired will direct financial activities of the Agency by performing the following duties personally or through subordinate supervisors.

- Directs and manages the Agency's financial and some statistical reporting. Oversees the assembly of statistics to prepare the Agency budget, and makes recommendations, based on projections, to the CEO/General Manager.
- Directs the preparation of reports requiring extensive analysis and interpretation of data, including those required by Federal, State and Local regulations and funding agencies.
- Directs the preparation of and monitors the budget, comparing actual costs and revenues to budgeted amounts and budget variance reports. Directs the preparation and review of the operating and capital budgets; makes financial and budget recommendations based upon projected revenues and costs.
- Develops, recommends, and manages fiscal policies, overseeing financial policy enforcement and compliance. Makes recommendations on fiscal operations and system enhancements.
- Works with Federal, State, and local funding agencies to ensure the Agency is adequately funded in order to meet the level of operating and capital expenditures authorized by the Board of Directors.
- Prepares and reviews the financial segment of the Short-Range Transit Plan and gathers information from senior staff and funding agencies for long-term strategic operating and capital financial planning. Performs financial and economic analysis based on historical and industry information.
- Advises the CEO/General Manager and senior management on prudent financial, budgetary and investment decisions to ensure that the current and future capital and operating resources of the agency are in place to meet public transportation needs.
- Manages the Agency's accounting and financial statistical functions, analyzing and recommending any accounting or statistical systems revisions and internal controls.
- Develops allocation methodologies to allocate Agency costs to the proper cost centers.
- Supervises and monitors the work of the Finance staff, providing advice on accounting standards, procedures, and requirements.
- Directs the preparation of the Agency Management Report and Annual Comprehensive Annual Financial Report.
- Supervises all aspects of payroll/ organizes and assigns tasks to others in payroll. Reviews, questions, and processes changes in the payroll documentation.
- Supervises and controls payroll software issues.
- Collects and compiles cash management data.
- Develops facility operating and capital budget. Assists in developing the agency budget costing for labor and benefits.
- Examines ways to reduce costs without jeopardizing quality.
SUPERVISORY RESPONSIBILITIES
Supervises the Accounting Manager and the Budget & Grants Manager. Responsible for the overall direction, coordination, and evaluation of this department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Bachelor's degree (B. A. or B.S.) from a four-year college or university in accounting, finance or a related field and a minimum of seven (7) years of progressively responsible experience in financial management, preferably in public transit; or an equivalent combination of education and experience. Must be familiar with current business operating systems, software, and programs.
Considerable knowledge of generally accepted accounting principles, practices, and procedures; Federal, State, and Local transit funding laws, rules and regulations; information systems for integrated financial accounting systems, budgeting, statistical systems and financial analysis.
Ability to direct the preparation or analyze complex financial statements, reports and records; analyze and establish accounting systems and maintain fiscal records and documents; understand and apply legal and administrative policies to accounting functions; prepare clear and concise reports from various statistics; gather, interpret and analyze facts and recommend sound conclusions; establish and maintain effective working relationships with others and perform well in a fast-moving environment.
