The Wisconsin State Laboratory of Hygiene Purchasing/Accounts Payable Team provides fiscal support to 6 major divisions and over 60 sub-departments with annual expenses exceeding $66 million. This position will utilize three systems including Workday and 2 Enterprise Resource Programs; Acumatica and Jaggaer SHOPUW+, for the acquisition, review, approval and follow up on approximately 68,000 transactions using best judgement, simplified bids, standing orders while utilizing State of Wisconsin Bureau of Procurement and UW-Madison purchasing contracts and established policies and procedures. Also, use UW-Madison Internal programs such as Facilities, Transportation and Safety in support of WSLH Operations.

Work positively with UW-Madison and WSLH Accounts Payable Team members insuring accurate recording of purchases to departments with correct funding information and expenses. Resolve invoice related issues as necessary that are Material in nature.

Provide WSLH employees with training in State of WI and UW-Madison Procurement Regulations, Workday, Acumatica and SHOPUW+ ensuring that WSLH Employees are viable members of the acquisition process and not just passive observers.

All of these activities require superior communication, colleague collaboration and support of UW-Madison and WSLH personnel to ensure proper management of the acquisition process in compliance with State of Wisconsin, UW-Madison and WSLH policies and procedures. Finally, the position requires exceptional customer service, an inquisitive nature toward continual excellence, critical thinking skills to resolve complex acquisitions, above average speaking and listening skills to provide training of WSLH personnel.

Key Job Responsibilities:
  • Provide Workday, SHOPUW+ and Acumatica ERP systems training to WSLH staff as requested. Monitor software programs for updates. Keep training and quality assurance materials current - 5%
  • Serves as a point of contact for external stakeholders, maintains contracts, and negotiates purchase prices to obtain timely and meaningful contract sourcing results - 15%
  • Establishes and maintains bid and proposal records to comply with record-keeping requirements - 10%
  • Develops and manages solicitations in compliance with regulatory requirements - 15%
  • Researches third party suppliers to understand available products and services, assesses market conditions, identifies supply options, and makes recommendations for procurement processes - 15%
  • Answers questions and provides guidance regarding specific commodities and service areas to various individuals and groups based on set material or standards - 15%
  • Drafts, submits, and communicates outcomes of procurement requests to suppliers and stakeholders - 10%
  • Management of WSLH Internal Transfer Accounts with UW-Madison Transportation Services including Parking, Transportation, Facilities and Environmental Safety - 5%
  • Department Property Administrator functions. Responsible for maintaining WSLH Capital equipment records in compliance with Federal and UW-Madison property guidelines. Manage WSLH Purchasing Equipment spreadsheet - 10%
