Position Description Performs managerial work providing direction and guidance in setting and achieving goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and establishing and monitoring budgets. May plan, assign, and supervise the work of others. Works under limited supervision with latitude for the use of initiative and independent judgment.

About the Department and/or College Facilities Planning & Construction manages new construction and renovation projects valued over $4 million for the Texas Tech University System and its five universities-Texas Tech University, Texas Tech University Health Sciences Center, Angelo State University, Texas Tech University Health Sciences Center El Paso, and Midwestern State University.
Operating on more than a dozen locations, each university has campuses with state-of-the-art spaces where students, faculty, employees, and visitors can learn, discover, and experience the first-class environment provided throughout the Texas Tech University System.
Additionally, the department oversees campus master planning, facility and land development, public art, and vendor information for all five component institutions.
Major/Essential Functions
- Support, encourage, and lead by the five shared values of the TTU System Administration: People First, Integrity, Community, Exemplary Service, and Resilience.
- Establishes and maintains construction project budgets in the university budget system to include adjustments to and within the fund(s).
- Reconciles project costs recorded in the project management platform, e-Builder, to the university's financial system, Banner, ensuring real-time data.
- Coordinates with staff program directors to close out construction project accounts upon completion to include closing open commitments in a timely manner and compiling and finalizing the project completion documents.
- Responsible for accounting transactions, including, but not limited to, cost transfers, account code maintenance, and deposits.
- Review project costs for fund compliance.
- Works with the Senior Director to monitor Trimble, formerly known as e-Builder, and the department website to ensure fiscal accuracy.
- Coordinates activities with the Financial Services Manager to ensure the functions of each position meet the goal of real-time information.
- Prepares Monthly, Quarterly, and Semi-Annual/Annual HUB reports, including the TIBH supplies report on FP&C Contracts and forwards to the TTUS entities (TTUS-CFO, TTU, TTUHSC, TTUHSC-EP, ASU, and MSU).
- Review all HSP submissions with responses and help the FP&C Senior Contract Administrator ensure that it is properly submitted and satisfies the contract requirements.
- Attend TTU Small Business Expo, State HUB Meetings, and TTU HUB Forums.
- Works with other institutional departments regarding accounts payable processes and other financial matters in support of the FP&C Finance Department.
- Other duties as assigned.
Knowledge, Skills, and Abilities
- Must be organized and task oriented.
- Must be a self-starter and be adaptable to change in a fast-paced environment.
- Must have Microsoft Office Suite experience.
- Must be able to communicate and work well with staff, TTU departments, and vendors in a professional, service-oriented manner.
Required Qualifications Bachelor's degree in area of expertise or closely related area required. Four years of experience in planning, developing, or implementing programs or research grants. Additional education may substitute for required experience on a year-for-year basis.
Preferred Qualifications Experience with University and state financial systems, including TechBuy, Banner, and Cognos reporting, and state procurement policies & guidelines.

Hourly Pay Range $23.08 - $30.63 - $37.69
Pay Statement Compensation is commensurate upon the qualifications of the individual selected and budgetary guidelines of the hiring department, as well as the institutional pay plan.
