Overview
Colliers Engineering & Design is seeking an Assistant Project Manager to join our Environmental Services Discipline in Albany, New York. The Assistant Project Manager will provide expertise for all stages of the land development process and to a broad cross-section of clients. In an effort to restore and protect our natural resources for future generations, our planning, field design, natural resource assessment and oversight services balance the needs of the development community and controlling authorities. Our ecological professionals have the technical expertise, knowledge, background and relationships to work effectively with the appropriate governing bodies and regulatory agencies concerning these important issues. Collaborate with team and engineering staff to complete projects within established budgets, deadlines, and agency regulations.
Our professionals are fully alert to the complexities of ever-changing regulations affecting land use and provide a full-spectrum of scientific management and conservation plan services; ecological restoration; environmental impact statements; threatened and endangered species studies; regulatory compliance; state and federal permitting; wetland delineation; and expert testimony.
This position includes conducting wetland and aquatic resources delineations, DEP and USACOE permitting and threatened/endangered species habitat surveys for a variety of projects including solar development, land development, transportation and municipal.
Responsibilities
- Lead environmental field surveys including wetland and stream delineations, functional assessments, threatened and endangered species surveys.
- Prepare and review wetland delineation reports and other environmental reports documenting field findings with senior project manager guidance and review.
- Utilize ArcMap, ArcGIS Online and Collector App to collect field data, process field data and create maps for reports.
- Conduct desktop assessments and feasibility studies of potential project sites.
- Research federal, state and local permitting requirements for potential projects.
- Prepare and submit applications for permits including and respond to permitting agencies regarding questions or comments on applications and project details.
- Attend wetland boundary confirmation and jurisdictional determination site visits with federal and state agencies.
- Prepare and submit local environmental and zoning permit applications.
- Responsible for coordinating with project team, including design engineers to ensure permit requirements are met.
- Responsible for staying up to date on federal and state regulations pertaining to protected natural resources.
- Attend client specific safety training when required.
- Establish & maintain positive relationships with co-workers, support and build others on the team and across disciplines/offices.
- Be responsive to others and share information to improve efficiency and help others achieve goals; listen and engage in productive and critical debate.
- Oversee multiple projects within scope/budget/schedule expectations and ensure quality standards on project deliverables.
- Prepare technical proposals (scope, schedule, budget) and support business development team efforts.
- Appropriately delegate project assignments to internal teams and mentor junior staff.
- Support partners, account leads, and senior personnel on project execution and account maintenance.
- Develop and expand client accounts via high-quality, dependable project delivery.
- Participate in the continued growth and development of the consulting practice.
- Working in various terrains and environments throughout the year.
Qualifications
- Bachelor's degree in Ecology, Botany, Biology, Zoology, Environmental Science, Natural Resource Management, or related field.
- 5-10 years' relevant experience in environmental consulting.
- Familiarity with NY wetland delineations with documented experience required.
- Able to perform field investigations independently.
- Plant identification skills required.
- Strong technical report writing skills (proficiency in Word, Excel and PowerPoint) and verbal communication skills.
- Experience with project management tasks and tools including preparation of work plans, budget tracking/reporting, and project schedule tracking.
- Strong technical skills in scoping environmental investigations, and with collecting, analyzing and interpreting environmental data.
- Knowledge of NY State and Federal permitting process required.
- Intermediate operational knowledge of GIS.
- Knowledge of use of instruments used to assess natural resources.
- Ability to easily access natural resources information available online.
- Experience with subcontractor agreements, coordination and oversight.
- Willingness to travel as dictated by project/client needs.
- Understand the importance of health & safety with Colliers Engineering & Design projects.
- A valid drivers license.
- Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.
Compensation: $83,000 to $123,000 per year (depending on qualifications)
