Position Summary

The Building People is looking for a Contract Supervisor, located at The Russell Knox Building on Marine Corps Base Quantico in Triangle, VA. The Contract Supervisor is responsible for overseeing daily on-site operations, ensuring compliance with contractual requirements, and maintaining accurate personnel records and reporting structures. This role serves as a key point of authority for personnel management, organizational structure, and adherence to qualifications for all assigned staff. The Supervisor works closely with the Project Manager, Quality Manager, Site Safety and Health Officer (SSHO), and other key personnel to ensure the contract is executed effectively and professionally. The Building People will provide tiered support in the areas of Equipment Maintenance, Logistics Sustainment Training, and Exercise Support.

Performance Objectives



  • Ensure qualified personnel are assigned to key roles and maintain an up-to-date list of key personnel, their qualifications, and their reporting lines.





  • Submit organizational charts and personnel lists in accordance with contractual requirements.





  • Provide additional information and complete resumes for any proposed substitutions, ensuring replacements have comparable qualifications.





  • Maintain accurate employee lists including names, supervisors, company affiliation, and security clearance level.





  • Ensure all personnel changes are communicated and approved by the Contracting Officer (KO) according to established timelines.



Duties and Responsibilities



  • Supervise daily on-site operations to ensure compliance with contractual deliverables and government requirements.





  • Prepare and submit a list of key personnel and qualifications as required by Section F.





  • Develop and update an organizational chart showing lines of authority for all key personnel and on-site supervisors.





  • Coordinate with the Project Manager, Quality Manager, SSHO, and other supervisory staff to maintain clear communication and effective workflow.





  • Provide required documentation to the KO or COR to validate personnel qualifications.





  • Prepare and submit resumes for proposed substitutes, ensuring comparable qualifications to those of the personnel being replaced.





  • Maintain and submit a current employee list including required information on name, supervisor, company, and security clearance level.





  • Ensure any personnel substitutions comply with contract requirements and are approved by the KO within specified timelines.





  • Uphold all contractual obligations regarding staffing while avoiding changes to fixed unit prices due to substitutions.





  • Support personnel performance through clear direction, leadership, and accountability within the organizational hierarchy.



Performance Standards



  • All key personnel documentation is complete, accurate, and submitted on time per Section F requirements.





  • Organizational charts and employee lists are current and reflect all approved changes in personnel.





  • All proposed substitutions meet or exceed qualification requirements and are approved by the KO before assuming duties.





  • No contractual pricing changes occur as a result of personnel substitutions.



Qualifications



  • High School Diploma or equivalent required; Bachelor's Degree preferred.





  • Minimum 3-5 years of supervisory experience in a contract or operations management environment.





  • Strong understanding of organizational management, personnel documentation, and contractual compliance.





  • Excellent communication and leadership skills with the ability to coordinate across multiple roles and levels of authority.





  • Experience working in environments requiring security clearances preferred.





  • Strong organizational skills and attention to detail for managing personnel records and official submissions.
