Location: San Diego, CA (Onsite/Hybrid/Remote work depending on client approval)

Job Description:

  • The Contractor shall provide systems engineering support for the PMW 160 portfolio. The support shall cover the full product life cycle.
  • The Contractor shall support the development and transition of innovative and advanced technical concepts, engineering approaches, and new capabilities.
  • The Contractor shall assist with defining and developing long-term technical roadmaps, supporting PMW 160's strategic initiatives, technical artifacts, System Engineering Plan (SEP) formulation, automation, and speed-to-capability advancements across system lifecycles.
  • The Contractor shall support the identification, development, and update of requirements (including program statutory and regulatory documentation) in accordance with requirements management processes.
  • The Contractor shall support PMW 160 in developing operational, system, and technical architecture products for both current and future product releases.
  • The Contractor shall support Agile development efforts, including tracking and reporting planning activities and building reporting tools.
  • The Contractor shall coordinate the generation of Functional Baseline Configuration (FBC) packages to serve as the POR baseline. The packages shall include all applicable components, the final design, and validation of system installation.
  • The Contractor shall support PMW 160 with Human Systems Integration (HSI) roadmaps and execution.
  • The Contractor shall work with stakeholders via technical exchanges to maintain and update requirements throughout the lifecycle.
  • The Contractor shall create and document Engineering Change Requests (ECRs) and Engineering Problem Reports (EPRs) and their associated resolutions in accordance with PMW 160 processes and applicable system-specific SEPs.

The Contractor shall ensure engineering artifacts are updated to reflect new or revised capabilities. Examples of these artifacts include, but are not limited to:

* Functional Specification

* Requirements Traceability Matrix (RTM)

* System/Subsystem Design Description (SSDD)

* Technical Data Package (TDP)

The Contractor shall assist in the creation of and review of the following types of documents in support of engineering activities:

* Plan of Action and Milestones (POA&M)

* Bill of Materials (software and hardware)

* Engineering cost estimate

* System design document

* Schedules

  • The Contractor shall decompose high-level technical requirements into functional definitions and create full system specifications and verifiable objectives.
  • The Contractor shall perform trade studies and Analyses of Alternatives (AoA) to support the identification and selection of hardware and software products to implement system requirements.
  • The Contractor shall perform technical studies to develop solutions to meet platform-specific requirements, to include Key Performance Parameters (KPPs) requirements.
  • The Contractor shall provide the government a system development, integration, and test capability that will support the evaluation of new technologies and provide design prototyping for representative environments. This capability shall support the government by assisting its effort to develop, test, as well as document new system capabilities as well as create updates for existing baselines. To support this requirement, the government will make available Government Furnished Equipment (GFE) as specified in Section 7 (GFE).

The Contractor shall analyze and assess system concepts, functional capabilities, and performance specifications against stated requirements. Assessments shall include system specifications, safety considerations, maintenance concepts, cost and manpower estimates, testing, support strategies, and feasibility studies of the impacts of integrating new capabilities or technology into fielded systems.

Requirements

Education: Master's degree in engineering, computer science, mathematics or physical science.

Certifications: PMP and CISSP

Clearance: Active TS SCI

Years of experience: Minimum of 10 years' systems engineering experience supporting Navy C4I. Experience with transitioning low technology readiness level (TRL) information system (IS) technologies (TRL 5 and below) into active and operational DoD C4I systems.
