Summary: The Program Manager is responsible for the overall coordination, management, and oversight of the Case Work for Emergency Sheltering and Housing Program. This role ensures program operations are executed efficiently and effectively across all categories and functions, supporting disaster-affected populations in alignment with FEMA Individual Assistance, Public Assistance, Direct Housing, and Non-Congregate Sheltering programs. The Program Manager reports to senior leadership and serves as the key liaison with internal teams, partners, and federal agencies.
Responsibilities
Essential Job Functions:
- Coordinates and oversees holistic program operations across all program categories and functions, ensuring alignment with federal guidelines and organizational goals.
- Develops, implements, and monitors program policies, procedures, and workflows to ensure compliance, efficiency, and effectiveness.
- Manages and supervises program staff, including case workers, administrative support, and volunteers, providing guidance, mentorship, and performance feedback.
- Ensures timely and accurate reporting of program activities, outcomes, and performance metrics to leadership and relevant agencies.
- Serves as the primary point of contact with FEMA, state, and local partners regarding program implementation, funding, and compliance requirements.
- Monitors and evaluates program performance, identifies gaps or areas for improvement, and implements corrective actions as needed.
- Oversees budgeting, resource allocation, and financial reporting for program operations.
- Leads program planning meetings, develops implementation strategies, and coordinates cross-functional efforts.
- Supports the development of training materials, standard operating procedures, and guidance for program staff and partners.
- Responds to escalated issues or complex cases and provides expert guidance on resolution in compliance with FEMA regulations.
- Ensures program documentation, recordkeeping, and data management practices meet regulatory and organizational standards.
- Performs other duties as assigned to support the goals and objectives of the Emergency Sheltering and Housing Program.
Qualifications
Necessary Skills and Knowledge:
- Strong program management and operational oversight skills, including planning, coordinating, and implementing complex programs.
- Ability to lead and mentor staff, foster teamwork, and manage cross-functional teams effectively.
- Excellent communication and interpersonal skills for working with staff, partners, government agencies, and community stakeholders.
- Strong analytical and problem-solving skills, with the ability to interpret policies, regulations, and program requirements.
- Proficient in program reporting, data management, and relevant software applications.
- Ability to work in high-pressure, dynamic environments with flexibility and adaptability.
Minimum Qualifications:
- Minimum 5+ years of experience in the role.
- Advanced knowledge of FEMA Individual Assistance, Public Assistance, Direct Housing, and Non-Congregate Sheltering programs is required.
- Ability to pass a background check.
Preferred Qualifications:
- Bachelor's degree in Public Administration, Emergency Management, Social Services, or related field.
- Experience collaborating with federal, state, and local government agencies preferred.
Pay and Benefits The annual salary range for this position is $70,000 to $85,000. At Goldbelt, we value and reward our team's dedication and hard work.
