Continuous Quality Improvement (CQI) Analyst - Join Us in Improving Behavioral Health Services for Youth! Are you a problem solver with a passion for making a difference? We're seeking a Continuous Quality Improvement (CQI) Analyst (Management Analyst II) to join our dynamic and dedicated CSA team. In this role, you'll do more than just monitor services - you'll bring your expertise, creativity, and initiative to enhance the quality of behavioral health services while building meaningful partnerships with providers, community stakeholders, and other human service professionals. You'll help shape the future of the Fairfax-Falls Church System of Care while advocating for better outcomes.
What You'll Do: As part of our Children's Services Act (CSA) program team, the CQI Analyst will focus on evaluation, monitoring, and engagement to ensure high-quality, effective services that truly make a difference. Specifically, you will:
- Review Case Records: Conduct systematic reviews of case files to ensure contractual requirements are met and service outcomes align with expectations.
- Support Service Monitoring: Participate in provider site visits, meetings, and contract oversight activities. Help identify service gaps and ensure the implementation of corrective action plans when needed.
- Evaluate Service Quality: Work in collaboration with the Utilization Review (UR) team to assess facilities and services against current clinical best practices, licensure and contractual standards, and evidence-based standards of care.
- Data-Driven Improvement: Collect and analyze surveys and other data to evaluate provider performance, summarize service delivery experiences, and drive informed decision-making.
- Collaboration and Engagement: Build and maintain relationships with a wide range of stakeholders, including schools, public agencies, juvenile courts, private behavioral health care providers, and others, all while using a Systems of Care framework.
- Make a Difference: Advocate for youth and families by supporting the creation of a more integrated, streamlined, and outcomes-focused service delivery system.

Illustrative Duties

Performs a wide-range of professional work in multiple administration functions within an organizational unit including analysis and project management;
May supervise administrative and paraprofessional staff;
Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;
Plans, develops, and implements comprehensive communication and education plans on programs and services for both county agencies and community organizations;
Assists with developing and conducting special studies and research initiatives, by designing survey instruments, gathering data and information from department staff, developing data analysis tools, conducting statistical analyses, initiating literature reviews, etc.;
Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators;
Serves as the point-person and liaison within the department and with central county
departments regarding a designated program and functional areas of responsibility;
Prepares reports and presentations of analysis and findings.

Employment Standards

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; plus two years of professional work experience within the functional area.
CERTIFICATES AND LICENSES REQUIRED: None.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check to the satisfaction of the employer.
This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.) PREFERRED QUALIFICATIONS:
- Bachelor's degree in in social work, psychology, human services, public administration or other related field.
- Knowledge of and experience in children's behavioral health programs
- Knowledge of best practices in continuous quality improvement for programs and process for human services
- Intermediate proficiency with Microsoft Excel
PHYSICAL REQUIREMENTS:
Ability to input, access, and retrieve information from a computer. Job is generally sedentary in nature, however, entails walking, standing, sitting, climbing stairs, reaching, and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor, digital display and audio-visual instrument. Incumbent must be able to operate keyboard driven equipment and computer. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Employee may be required to lift or carry up to 20 pounds occasionally. Ability to travel to various sites. All duties performed with or without reasonable accommodations.
