INTRODUCTION

The Project Manager must be experienced certified and licensed in the maintenance of complex industrial facilities and in the operation of utility systems. The Project Manager shall be experienced in the administration, scheduling, and coordination of a work force for maintenance of government buildings. The Project Manager shall provide contract oversight and has the authority to hire and terminate employees. They shall possess at least five (5) years of recent experience in the management of Operations and Maintenance style operations and have at minimum five (5) years' experience as a Project Manager. Preferably with a PMP certification and experience in federal buildings.

Located in Washington, DC, the Project Manager position's core working hours are 8:30am and 5:00 pm, and it is a full-time position offering a competitive salary and a comprehensive benefits package.

KEY RESPONSIBILITIES



  1. Ensures quality, safe, and efficient operations are maintained at the assigned contract locations, according to statements of work and established costing and budget.
  2. Directly supervises Chief Engineer and engineering team assigned to regional sites. Supervisory duties include but are not limited to:
  3. Preparing and discussing performance evaluations for all assigned staff.
  4. Ensuring supervisory staff completes evaluations on assigned staff.
  5. Approving requests for vacation and sick leave when appropriate. Make recommendations for work assignments, disciplinary matters, and other personnel actions.
  6. Maintains contact and positive communications with the KO, COTR, and tenant representatives to ensure work is being performed per contract specifications and keep them informed of any problems or schedule changes. They will submit notes to Contract Services on meetings with these personnel within two (2) working days of the meeting.
  7. Coordinates direct and conducts required staff training, including quality control, security, supervisory personnel, and crews in the use of proper methods, techniques, materials, and equipment to ensure quality and safe performance of duties. Reviews corporate training schedules with new staff as required by Melwood. Conducts interviews for new and vacant positions and recommends hiring the Program Director of Custodial Services.
  8. Ensures the proper scheduling of employees and subcontractors to fulfill all contract requirements satisfactorily.
  9. Oversees the preparation of quality control, security, work schedules, and other projects, schedules, and reports required to fulfill the contract requirements, including security forms and all other documentation.
  10. Conducts regular visits to all shifts at the assigned contracts and submits timely reports to the SVP Facility Management Services.
  11. Reviews supply and equipment requests to ensure supplies and equipment are being used efficiently and within fiscal guidelines for the contract site. Provides security, identification marking, care, and proper use of supplies, equipment, and vehicles (where applicable) are part of the regularly scheduled inspection process. The Project Manager arranges for, in coordination with the Purchasing Manager, equipment maintenance needs.
  12. Ensures crew and staff time sheets are accurate and timely, reflecting proper leave use and authorized overtime.
  13. Reviews uniform, mop, and equipment rental invoices to ensure accuracy. Reviews all supply direct shipment delivery tickets to ensure that all items were received.
  14. The Project Manager ensures the accuracy and timeliness of contact sheets, incident/accident reports, workers' compensation, and other required reports or records.
  15. Ensures all other corporate administrative reports, documentation, and procedures are completed as required from the contract site.
  16. Work closely with the SVP Facility Management Services in preparing yearly budgets, department goals, and contract pricing renewal packages to include preparing contract labor hour requirements and changes, developing supply and equipment requirements/changes, and other data required for contract pricing.
  17. Facilitate/review safety training daily.
  18. Follow up on Quality Control results and perform corrective actions.
  19. Performs other duties as assigned.
  20. Conduct, at minimum, bi-weekly visits to assigned contract locations and make routine inspections. Maintains contact with the COTR during the bi-weekly inspections. Reports to the Program Director any changes and keeps them abreast of contractual needs.
  21. Maintains contact and positive communications with the COTR and tenant representatives to ensure work is being performed per contract specifications and to keep them informed of any special problems or schedule changes. Submits notes to SVP on meetings with these personnel within two (2) working days of the meeting.
  22. Maintain accurate equipment inventory for all assigned sites, track all repairs, and transfers of equipment. Reviews security procedures, marking, care, and proper use of equipment and vehicles as part of the regularly scheduled inspection process.
  23. Oversees the reporting of all equipment breakdowns to the Mechanic and maintains contact with the Mechanic for pickup and return services. Where applicable, ensures that company vehicles are properly scheduled for routine maintenance every 3,000-4 ,000 miles through the maintenance department. Between routine servicing, any emergency maintenance requirements are reported immediately and scheduled through the processing of a Vehicle Work Order and making an appointment with the maintenance department.

The Project Manager supervises all staff at the assigned contract sites.

SUPERVISION RECEIVED

The incumbent is supervised by the SVP Facility Management Services.

PHYSICAL QUALIFICATIONS

The incumbent must be able to stand 50% of the work time and sit 50% and must be able to lift/carry 30 pounds and push/pull 30 pounds. These requirements are necessary to inspect work areas and carry out administrative duties. They must be able to climb, stoop, kneel and reach to climb stairs; they must be able to hear and speak to communicate with supervisors, staff, contract officials, etc. Good vision and depth perception are required to inspect work areas and drive properly.

QUALIFICATIONS

Bachelor's degree is preferred but not necessary with a minimum of five (5) years of supervisory experience with 15 or more employees. Minimum five (5) years' experience as a Project Manager. PMP certifications in facility building operations in Federal owned buildings preferred.

Recent experience in managing sites with combined contract valued at $3,000,000 or more. Experience in preparing budgets, pricing, quality control, and other contract plans and reports for sizeable facilities agreement (s). Must possess basic Microsoft Office computer skills, particularly Word and Excel. Good management, oral and written communication and people skills, experience dealing with high-level government and industry personnel, and basic computer knowledge are required. Must be able to work varied hours, including evenings. Must possess a valid driver's license as driving may be required.

Salary Range: $120,000 - $135,000 Annual Salary
