| Primary Function of Organizational Unit |
Reporting to the Associate Vice Chancellor for Administration, the Director of Public Safety and Chief of Police leads a full-service
CALEA-accredited Department of Police and Public Safety handling law enforcement and investigation of all crimes, Clery Act requirements, and parking regulation and enforcement. |
| Primary Purpose of Position |
The
NCCU Chief of Police and Director of Public Safety organizes, directs, and supervises the day-to-day activities of the on-going comprehensive campus police and public safety programs on campus, for a total of 2,286,194 million square feet of facilities in over 65 buildings. The Chief of Police is responsible for ensuring university security/safety and protection programs, including crime prevention, campus patrol, investigations, crime reporting and case management, and parking operations are effectively led and managed. The Chief is also responsible for administrating the University's compliance with the Jeanne Clery Disclosure of Campus Crime Statistics Act (Clery Act) of 1998 and its requirements. In addition to the Chief, the department has 29 sworn officers, 12 security officers, nine police telecommunicators, two university switchboard operators, the Cleary Coordinator, and up to seven administrative staff (including parking operations). |
| Required Knowledge, Skills, and Abilities |
Technical Knowledge and Skills:
Thorough understanding of, and how to properly apply and enforce, North Carolina General Statutes related to criminal, traffic, and other applicable laws.
* Intimate understanding and use of investigative techniques and case preparation, and standard law enforcement equipment.
* Ability to interpret new laws, ordinances, rules, and policies
for university leadership and staff, and relate them to the operations and requirements of public higher education institutional context.
* Proficiency in monitoring threat assessments, administrative actions, and major criminal investigations for compliance with legal procedures and organization policies.
* Expertise in examining and applying appropriate responses to critical incidents, to include compliance with all applicable policies and procedures.
* Experience with and knowledgeable of the requirements of the Jeanne Clery Disclosure of Campus Crime Statistics Act {Clery Act) of 1998.
* Understanding of higher education and
HBCU culture and how a police and public safety department supports and operates within public higher education institutions.
Planning and Organizing Operations:
* Highly competent in identifying current and future issues facing the areas of public safety and security, and skilled at establishing and committing to courses of action to accomplish strategic goals.
* Adept at developing plans and procedures to accomplish mid-range (fiscal year(s)) and short-range goals and assignments within available resources.
* Extensive experience arranging and assigning work to use resources effectively and coordinating administrative and technical services.
* Proficient and highly experienced in establishing operating standards and procedures to comply with state and federal rules and regulations and organizational policies.
Business Administration and Human Resources Management:
* Adept at evaluating and allocating resources, planning procurement, and conducting oversight of budgets and contracts to ensure fiscal stability of the organization.
* Proficient in the recruitment, selection and development, coaching, counseling, disciplining, and evaluation of employees.
* Experienced in planning and supporting the training and development of employees and retaining a diverse workforce of security and administrative professionals.
Communications and Public Relations:
* Proficient in oral and written communications to carryout out the Chief of Police's duties and responsibilities.
* Ability to effectively communicate with staff through interpersonal
interactions and written documentation, and to provide positive and motivational leadership to security professionals.
* Experience developing and maintaining effective relationships with local and State law enforcement agencies and the media.
* Proficient in building and maintaining a positive image of public safety operations and to effectively manage situations affecting public relations.
* Skilled in preparing and presenting relevant information and briefings to various internal and external audiences and stakeholders on behalf of the organization.
* Models honest and high ethical conduct in words and actions. |
| Minimum Education/Experience |
A Bachelor's degree with at least 7 years of command law enforcement experience. A Master's degree in public administration or criminal justice is strongly preferred, and high-level management / supervision training (e.g.,
AOMP,
FBI-NA,
LEEP) is preferred.
Should possess broad experience in all areas of a police department including patrol, crime prevention, criminal investigation, and administration with an established successful record of effectively managing the activities and functions of a police department. Experience in a higher education public safety or campus police department is preferred. |
| Licenses or Certification required by Statute or Regulation |
Must have completed a Basic Law Enforcement Training Course with current certification as a law enforcement officer by his/her respective state (or with no more than a one-year break in full-time sworn service at time of appointment).
Please note that North Carolina law does not recognize nor have a reciprocal relationship with Federal law enforcement certification.
Must possess a valid North Carolina Driver's License within 30 days of hire date. Successful completion of a background investigation per requirements of the State of North Carolina. Successful completion of a psychological examination, medical examination, and drug screening prior to employment as required by the State of North Carolina. |

* Complies with legislation requirements related to campus crime and law enforcement, including the preparation, review and distribution of an Annual Security Report as directed by the Jeanne Clery Disclosure of Campus Crime Statistics Act (Clery Act) of 1998.
* Participation in public relations activities and community events in order to increase public awareness of the
NCCU police department and form strategic partnerships with the broader community. |

* Ensures continuous training and improvement programs for all sworn and nonsworn staff, especially all training requirements to retain required sworn officer certifications. |
