Resident Engineer Project Manager (PE), Construction Services, Waco, TX

Halff has an immediate opening for a Resident Engineer, with their Texas PE License, to join our Construction Services team as Project Manager in our Waco, TX office.
The ideal candidate will bring at least 5 years of civil engineering experience with a focus on transportation in the consulting industry and/or working with, or for, public sector clients. What you will do:


  • Manage inspection and testing teams/coordinating tasks of moderate size and complexity, make decisions independently, and resolve complex problems.
  • Manage projects from planning through delivery, collaborating with project members, multi-practice teams, subconsultants and other stakeholders to make sure deliverables, requirements, schedules, costs and meeting plans are communicated.
  • Manage budgets, personnel, schedules, sub consultants, and client interaction.
  • Supports operation managers and practice leaders in business development and pursuit of construction engineering and inspection opportunities.
  • Support in preparation of proposals and RFQs.
  • Assist in development and management of project scopes, budgets, and schedules.
  • Manage quality assurance and control analysis to ensure projects meet or exceed client expectations and Halff requirements and comply with recognized standards and codes of practice.
  • Apply technical expertise appropriately by understanding project specific standards, criteria, deliverables and best practices.
  • Monitor project budgets, allocate resources effectively, and identify opportunities to optimize project efficiency and profitability.
  • Build and maintain strong relationships with internal and external clients, understanding their needs, and ensuring client satisfaction throughout the project lifecycle.
  • Provide mentorship and technical guidance to engineers, EITs, and technical staff, fostering a culture of trust and collaboration within project team.


What you will need:


  • Bachelor's or master's degree in civil engineering or ABET accredited equivalent engineering degree
  • At least 5 years of Project Management experience in the Construction industry in Texas.
  • Professional Engineer (P.E.) License in Texas
  • DOT experience (as a DOT employee or consultant) is a must; TxDOT, is preferred.
  • Ability to lead a project and supervise a technical staff of 5-15 employees.
  • Possess an extensive understanding of construction standards and practices.
  • Strong communication skills, both written and verbal.
  • Flexibility to travel to construction sites for extended periods and work outside of normal business hours.
  • Must be self-directed, yet a team player, and have a focus on quality, integrity and success.
