Description Resident Engineer Project Manager (PE), Construction Services, Waco, TX Halff has an immediate opening for a Resident Engineer, with their Texas PE License, to join our Construction Services team as Project Manager in our Waco, TX office. The ideal candidate will bring at least 5 years of civil engineering experience with a focus on transportation in the consulting industry and/or working with, or for, public sector clients. What you will do: Manage inspection and testing teams/coordinating tasks of moderate size and complexity, make decisions independently, and resolve complex problems. Manage projects from planning through delivery, collaborating with project members, multi-practice teams, subconsultants and other stakeholders to make sure deliverables, requirements, schedules, costs and meeting plans are communicated. Manage budgets, personnel, schedules, sub consultants, and client interaction. Supports operation managers and practice leaders in business development and pursuit of construction engineering and inspection opportunities. Support in preparation of proposals and RFQs. Assist in development and management of project scopes, budgets, and schedules. Manage quality assurance and control analysis to ensure projects meet or exceed client expectations and Halff requirements and comply with recognized standards and codes of practice. Apply technical expertise appropriately by understanding project specific standards, criteria, deliverables and best practices. Monitor project budgets, allocate resources effectively, and identify opportunities to optimize project efficiency and profitability. Build and maintain strong relationships with internal and external clients, understanding their needs, and ensuring client satisfaction throughout the project lifecycle. Provide mentorship and technical guidance to engineers, EITs, and technical staff, fostering a culture of trust and collaboration within project team. What you will need: Bachelor's or master's degree in civil engineering or ABET accredited equivalent engineering degree At least 5 years of Project Management experience in the Construction industry in Texas. Professional Engineer (P.E.) License in Texas DOT experience (as a DOT employee or consultant) is a must; TxDOT, is preferred. Ability to lead a project and supervise a technical staff of 5-15 employees. Possess an extensive understanding of construction standards and practices. Strong communication skills, both written and verbal. Flexibility to travel to construction sites for extended periods and work outside of normal business hours. Must be self-directed, yet a team player, and have a focus on quality, integrity and success.
