Financial Management Analyst, Journeyman (FMS- BAH)

We are currently seeking a Financial Management Analyst, Journeyman to support PMA-276 at the Patuxent River, MD Program Office. The candidate will be a member of the Bahrain FMS Team.

Supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs. With other members of the Security Cooperation team, and under direction of the Case Manager/Program Manager/Team Lead, assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance.

Duties and Responsibilities: Duties may include, but are not limited to:

• Provide financial management support from implementation to execution to the PMA-276 BAH FMS Team.
• Performs budgeting, funding execution, document management, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations and reporting
• The candidate will coordinate with the Business Financial Managers (BFM) on the creation of Procurement Requests (PR)
• Knowledge and experience with Procurement Initiation Document (PID) development, Work Requests, Requisitions, and Contract Data Requirements Lists
• Track and manages contractual commitments, obligations, and expenditures
• Tracks program/project status and schedules, interprets data and applies policies and procedures for financial planning and staffing requirements
• Reviews financial status reports and prepares correspondence as required
• Develop estimates for Price and Availability (P&A), Letters of Offer and Acceptance (LOA); provide recommendations for the development of P&A data; and provide estimate information on individual case elements. Input data into the Defense Security Assistance Management System (DSAMS) for P&As, LOAs, Amendments, and Modifications. The contractor shall provide the program office support in developing National Security Agency (NSA) Authorization to Sell Letters, 36(b) Congressional Notification Letters, Non-Recurring Costs Letters, Missile Technology Control Regime (MTCR) Remarks, Anti-Tamper Remarks, and Yockey Waivers.
• Perform financial management support including development of pre-case pricing data; preparation and execution of financial documents in the various case management and financial systems; providing financial analysis of FMS, potential FMS and ICDP programs; tracking funds commitments, obligations and expenditures; assisting in the development and presentation of financial briefing materials; developing and maintaining a financial status report; and reconciling FMS cases in preparation for closure.
• Travel to potential foreign customer countries to provide program and financial management support and assistance for site surveys, meetings, and reviews. Limited hostile or remote location travel may be required.

Required Experience: Journeyman - Three (3) to Ten (10) years of combined experience performing duties described in the functional description.

Required Education: Journeyman - BA/BS degree.

Allowable Substitutions: The following substitutions are permitted for this task order:

* Associate's Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor's Degree.

OR

* Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor's Degree.

Required Clearance: Must be able to obtain and maintain a Secret security clearance.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $78, 433.26 to $117,649.90 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
