The Maryland Transit Administration (MTA), an agency within the Maryland Department of Transportation (MDOT), is seeking an experienced HRIS Administrator to support and maintain the agency's Human Resources Information Systems (HRIS) and related technologies. This position is responsible for ensuring the accuracy, integrity, and security of HR data while supporting HR business processes and technology initiatives that improve efficiency and service delivery. The HRIS Administrator plays a critical role in Infor Global HR (GHR) administration, system optimization, data analytics, and compliance reporting across multiple HR functional areas.

Key Responsibilities:

System Administration and Data Integrity

  • Serve as the primary system administrator for Infor Global HR (GHR) and related systems within HR (e.g. ADP, OHMS, etc.)
  • Maintain data integrity through audits, reconciliation, and workflow management.
  • Monitor and troubleshoot data errors, system interfaces, and user issues in coordination with IT and vendors.
  • Maintain user access, security permissions, and role-based configurations.
  • Document and test system updates, patches, and process improvements.

Reporting and Analytics

  • Develop and deliver HR reports, dashboards, and metrics to support business decision-making.
  • Prepare compliance and regulatory reports (EEO, FMLA, ACA, etc.) and respond to internal/external data requests.
  • Analyze HR data to identify trends, risks, and opportunities for operational improvement.
  • Partner with HR and Finance to ensure data alignment between HRIS and payroll (ADP, Mtrack) systems.

Process Improvement and Support

  • Evaluate and recommend system enhancements to improve HR workflow efficiency.
  • Partner with HR leadership to automate manual processes and integrate system functionality with agency objectives.
  • Participate and represent MTA in HR technology projects, upgrades, testing, and implementation.
  • Provide functional support and end-user training for HRIS applications and reporting tools to internal HR staff and MTA workforce.

Compliance and Governance

  • Ensure HR data and processes comply with MTA, MDOT, and state policies, as well as applicable labor laws and regulations.
  • Support audits and respond to data verification requests from internal and external agencies.
  • Maintain documentation of HRIS procedures, workflows, and control processes.

Preferred Qualifications:

  • Bachelor's degree in Human Resources, Information Systems, Business Administration, or a related field.

  • Four (4) years of experience in HRIS administration, HR analytics, or HR technology systems management.

  • Demonstrated experience with Infor Global HR or a comparable enterprise HR system (e.g., Workday, PeopleSoft, Oracle, SAP).

  • Strong understanding of HR data management, security, and reporting.

  • Experience in a public-sector or unionized environment.

  • Proficiency with Infor HR Talent Suite, Birst Analytics, or related reporting tools.

  • Certification such as HRIP (Human Resources Information Professional), PHR/SPHR, or SHRM-CP/SCP.

  • Experience in HR system implementation or process improvement projects.

Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of experience in administrative staff or professional work. *Four (4) years of experience administering or supporting an enterprise-level Human Resources Information System (HRIS), such as Infor Global HR, Workday, PeopleSoft, Oracle, or similar software.
*Selective Qualification recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skill, or ability). No substitution is allowed for a selective qualification.
Notes:
  1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
  4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Licenses & Certifications

Employees in this classification are assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
