The Maryland Aviation Administration (MAA) is seeking a Deputy Director of Compliance (Administrator IV) to join the Office of Civil Rights and Compliance. This key leadership role will support the Deputy Director Compliance in ensuring the MAA's entire compliance portfolio strictly adheres to all state and federal laws and regulations. The Deputy Director will be responsible for the successful implementation, management, and compliance of five distinct and critical programs: Minority Business Enterprise (MBE), Disadvantaged Business Enterprise (DBE), and Airport Concession Disadvantaged Business Enterprise (ACDBE).
Responsibilities include, but are not limited to:
- Directing the day-to-day operation and administration of the Maryland Aviation Administration Minority Business Enterprise (MBE) program.
- Assisting in the direction, implementation, and management of the Maryland Aviation Administration Airport Concession Disadvantaged Business Enterprise (ACDBE) program.
- Establishing and determining MBE goals for state-funded contracts and directing the implementation of these goals.
- Drafting and revising ACDBE/DBE program language for all Invitation for Bid (IFB) and Request for Proposal (RFP) documents.
- Reviewing concession IFB and RFP documents developed by the Office of Commercial Management for compliance requirements.
- Managing and leading MBE/DBE program staff responsible for monitoring all contracts for full compliance with State and Federal MBE/DBE laws and regulations.
- Assigning contracts to compliance consultants and conducting final reviews of compliance reports and related documentation for accuracy and thoroughness.
- Directing, developing, and recommending changes to solicitation guidance concerning MBE goals and subgoals as needed on state-funded contracts.
- Providing guidance and input on complex and escalated decisions presented to the Office of Civil Rights and Compliance Director (e.g., goal challenges, waiver requests, and complaints about contract actions).
- Overseeing the development and implementation of outreach initiatives aimed at promoting contracts and increasing business participation.
- Organizing and participating in procurement outreach events, workshops, and training sessions, in collaboration with MAA's Office of Procurement and Materials Management, to educate businesses on the purchasing process and available opportunities.
This position is located at BWI Marshall Airport in Anne Arundel County, MD.

Qualifications

Preferred Qualifications:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of experience in administrative staff or professional work. *One year of this experience must include managing and supervising the implementation, management, and/or operation of maintaining MBE/DBE (Minority Business Enterprise/Disadvantaged Business Enterprise) program compliance, which includes performing audits, resolving contract issues, and preparing written reports.

Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute for the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
