Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $31.37 to $33.29/hr. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $28.07 to $48.28/hr.

The Executive Vice Chancellor and Provost, in consultation with the Santa Barbara Division of the Academic Senate, has oversight for academic planning and programming, the development and implementation of academic policy, and the academic personnel process. The office has responsibility for all academic units, on and off-campus instructional activities, and instructional support programs. It maintains formal liaison with the Office of the President. The Executive Vice Chancellor and Provost is the chief academic officer of the University of California, Santa Barbara.

Brief Summary of Job Duties:

Under the general supervision of the Associate Director for Data & Decision Support, the Finance Analyst provides critical financial, analytical and administrative support to the Office of the Executive Vice Chancellor and Provost. Responsibilities include financial and budget administration such as processing fund requests, reconciling accounts, and interpreting policy for fiscal compliance. Ensures the accuracy and integrity of all source data through careful entry, review, and cleanup for all financial and resource reporting projects. Manages the comprehensive Document Management System and provides high-level analytical support on a variety of projects for senior management. Able to effectively move between multiple projects while working cohesively with an agile team and shifting priorities. As a representative of the Office of the Executive Vice Chancellor and Provost, exhibits professionalism, maintains confidentiality, and acts with discretion.

Qualifications:

Required Qualifications:

  • Bachelor's degree and/or equivalent training/experience.
  • 2+ years experience in a financial and/or administrative position.
  • 2+ years experience working with sensitive documents or confidential materials.
  • Demonstrated organizational skills and agility, with the ability to move between work on multiple projects with conflicting deadlines and to work efficiently with frequent interruptions.
  • Demonstrated ability to think critically and effectively apply analytical, organizational, and problem-solving skills to administrative and financial issues.
  • Evidence of solid communication and interpersonal skills to communicate effectively verbally and in writing.

Preferred Qualifications:

  • Experience working in higher education.
  • Experience in budget and/or financial analysis.
  • Experience with data quality assurance (financial data entry, cleansing, and validation).
  • Experience with Microsoft (Excel, Word), Google Suite applications (Gmail, Sheets, Docs, Slides, Gemini), and Zoom
  • Experience in campus systems and related processes: FinHub, Oracle Financials Cloud (PFC) Projects and Grants Module (PGM), ServiceNow, Smartsheet.

Job Functions and Percentages of Time:

  • Financial and Budget Administration (55%): Provides support for the Office of the Executive Vice Chancellor and Provost with requests for updates to the Common Chart of Accounts and the creation and updates to Faculty Funds awards and projects in the Oracle Projects and Grants Management module. Assists with triaging and fulfilling tickets in Smartsheet, ServiceNow and other portals. Reviews requests for compliance with policy and other guidelines and fulfills them based on established procedures. Escalates requests that require exception or higher level approval to others on the team, as appropriate. Provides financial and budget support back-up. Assists with tracking and reconciling internal and external expense accounts from diverse sources. Researches, analyzes, and recommends appropriate actions to resolve issues concerning financial transactions, exceptions to policy, and interpretations of policy. Demonstrates a high degree of flexibility and initiative in learning and adopting University policies, procedures, and systems.
  • Document Management (20%): Under the guidelines established by senior staff, assumes responsibility for the comprehensive function of document processing, both digital and print, in the EVC and Provost's Office including uploading and coding documents into the office Document Management System (DMS). Exercises judgment and logic in order to adhere to strict standards and consistency for managing documents. Retrieves relevant historical documents as needed and reviews past actions in order to suggest appropriate distribution and/or response. Demonstrates familiarity with a broad range of university procedures, people and programs in order to identify connections and provide concise summaries when routing documents. Assists with complex distribution of communications from senior management. Exercises judgment and logic in order to adhere to strict standards and consistency for managing documents. Recommends changes to document management systems or processes for better reporting and/or to accommodate and implement campus or procedural changes. Participates in the design, testing, and implementation of new systems and processes that are developed.
  • Reporting and Data Management (10%): Responsible for providing reports and analyses for varied budgetary, financial and resource projects. This includes the critical function of data ownership, requiring meticulous data entry, review, cleanup, and maintenance to ensure the accuracy and integrity of all source information. Applies rigorous verification during data manipulation and analysis processes. Analyzes and summarizes financial activity and prepares both periodic and ad hoc reports. Communicates financial information to non-financial stakeholders in a clear and understandable manner.
  • Analytical & Organizational Support (15%): Maintains confidentiality, understands and is able to apply current policies and procedures and exercise judgment, logic, tact, and diplomacy while performing the critical duties of the position. Provides analytical and administrative support to senior management and other staff on special projects. Serves as a backup to the Budget & Finance Analysts. Works on multiple projects simultaneously, meeting deadlines while maintaining a high level of accuracy. Sets priorities, coordinating deadlines for projects and information responses. Researches background material including policies, procedures, and historical data, analyzes content, and uses judgment to recommend appropriate course of action. Gathers, analyzes and prepares background content material and designs reports. Reviews correspondence, reports, and responses. Responsible for updating approved workflow documentation and ensuring that any revisions have been reviewed and approved. Projects may include review of policies, procedures, and historical information; researching and analyzing data; organization of files and documents; preparation of spreadsheets, graphs, tables, reports and presentations; establishing agendas and timelines, and drafting documents and confidential reports.
