Data.FI Lesotho M&E Specialist

Translating Data for Implementation (Data.FI) is a global project funded by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) through the Global Health Security and Diplomacy (GHSD) to support digital health transformation, data-driven epidemic control, and health security. Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. By improving global, regional, national, and community/local in-depth analysis of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics. Data.FI supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition.

Purpose of Position: In Lesotho, Data.FI supports the Ministry of Gender, Youth, and Social Development (MGYSD), Ministry of Health (MOH), the National AIDS Commission (NAC) and the US Government in design and implementation of various digital HIS components, improve data analytics, use and advancing information security initiatives. The M&E Specialist will work directly with DOS, MGYSD, MOH NAC and implementing partners to strengthen M&E and digital health activities. The role will focus on improving data analytics, quality, reporting and data use across platforms such as LODIIS, eLMIS, DHIS2, DATIM, and other key systems to inform decision-making.
This position is based in Maseru, Lesotho. The fixed term of this assignment is 4 months, from December 2025 through March 2026.

Primary Duties and Responsibilities:

Design and Implementation of M&E Systems:

*Develop comprehensive M&E frameworks and plans aligned with project goals and donor requirements.
*Design data collection tools, methodologies, and systems to monitor project activities and outcomes effectively.
*Lead the implementation of M&E activities, including data collection, verification, and analysis.
*Support digitization and optimization of data collection tools across LODIIS, iHRIS, eLMIS, DHIS2, and related paper-based systems.

Support Improved Data Quality, Analysis and Use:

*Work with Data Use and Analytics Technical Advisor to identify data analysis needs and priorities.

*Conduct routine data quality assessments (DQAs), data triangulation across MOH, MGYSD, NAC and PEPFAR reporting systems and ensure data integrity and reliability.
* Analyse quantitative and qualitative data to generate actionable insights for programmatic decision-making.
*Lead indicator harmonization, crosswalk, and alignment exercises across national and PEPFAR systems.
*Produce high-quality analytics, dashboards, and insights for monthly, quarterly, and ad hoc management decision-making.
*Provide response to urgent and routine analytical requests from the U.S. Department of State.
*Produce summaries, briefs, and presentations on HIV/TB and PMTCT outcomes, cascade performance, and service continuity issues.
*Support the development of predictive models and risk forecasts for priority program areas.

Capacity Building and Technical Assistance:

*Train government and partner staff in M&E, DHIS2 reporting, data analysis, dashboard interpretation, and data use
*Strengthen data use culture through coaching, routine review meetings, peer-learning, and the establishment of Communities of Practice (CoPs).
*Work closely with the Data Use & Analytics Technical Advisor to embed data use processes within MOH, MGYSD, INGOs, and local partners.

Reporting and Documentation:
*Produce high-quality routine and ad hoc reports for USG, MOH, and MGYSD.
*Ensure accurate documentation of lessons learned, success stories, and progress updates aligned with the Data.FI MEL Plan.
*Updating M&E Plan, indicator reference sheets, reporting SOPs, and information system guidelines.
*Work with Business Analyst to document lessons learned, best practices, and success stories to inform future program planning and implementation.

Specific Responsibilities:

To align with the ongoing Data.FI work plan:

LODIIS Support

  • Strengthening M&E functions supporting LODIIS rollout as the statutory OVC case management system.
  • Support data alignment between LODIIS and MGYSD reporting systems and conduct data quality and performance reviews.

iHRIS Finalization

  • Support validation of HRH indicators and lead revisions to M&E components linked to iHRIS finalization and rollout.
  • Review data completeness, data use processes, and HRH analytics dashboards.

eLMIS Support

  • Participate in digitization of supply chain reporting tools.
  • Provide M&E support to usage monitoring of eLMIS.
  • Work with developers to refine Supply Chain indicators and data quality protocols.

Information
Security & Governance Support

  • Contribute M&E expertise to information security monitoring indicators and reporting tools.
  • Support the development of compliance tracking templates and data governance monitoring indicators.

Department of State
Ad Hoc Tasks

  • Provide rapid analytics, interpretations, and documentation tailored for high-level briefings and reporting.

Required Qualifications:

*Bachelor's degree in Statistics, M&E, Health Informatics, Public Health or related field (required).
*Master's degree in any of the above fields is preferred.
*Minimum 5 years of experience in M&E for health programs in Lesotho or similar context.
*Strong experience with HIV, OVC, DREAMS, HRH, supply chain, and quality improvement indicators.
*Experience working with DHIS2, DATIM, HRH information systems, logistics management tools, and case management platforms.
*Experience with USG/PEPFAR reporting standards and MEL frameworks.
*Strong analytical and statistical skills; experience using Power BI, STATA, R, or Python an added advantage.
*Proficiency in SQL for data extraction, transformation, and analysis
*Working knowledge on national and donor data systems such as DHIS2, LODIIS, iHRIS, eLMIS and DATIM.
*Proven experience designing M&E tools, leading DQAs, and developing indicator reference materials.
*Strong communication, facilitation, training and presentation skills.
*Ability to work in an agile, fast-paced environment with shifting priorities.
*Excellent stakeholder management and experience supporting government systems.
*Strong writing skills for technical documentation, MEL plans, and donor reporting.
