REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners is seeking qualified candidates for Housing/Community Development Specialist - Monitoring and Compliance, to support the Housing and Urban Planning Division.

This position requires a candidate with thorough experience and knowledge in the compliance and monitoring of affordable housing developments, projects and activities funded by various programs which may include tax credits, GAP financing, federal, state and local government (e.g. HFA, CDBG HOME, and SHIP). Strong candidates will have experience with income certification, rent and utility allowance, property standards, and physical inspections.

General Description
Professional, consultative, and promotional work assisting in the implementation of various community development programs.
Works under general supervision, independently developing work methods and sequences.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business administration, finance, public administration, planning, sociology, or closely related field.
(One year of relevant experience may be substituted for each year of required education.)

Requires one (1) year of experience in mortgage loan origination, loan processing, apartment leasing, housing program compliance monitoring or enforcement, community development or closely related experience.

Special Certifications and Licenses
None.

Preferences
  • Masters degree from an accredited college or university with major coursework in business or public administration, finance, planning, sociology, or closely related field.
  • Doctorate degree from an accredited college or university with major coursework in business or public administration, finance, planning, sociology, or closely related field.
  • Professional Affordable Housing Certification
  • Housing Choice Voucher Specialist (HCVS)
  • Certified Occupancy Specialist (COS)
  • Blended Occupancy Specialist (BOS)
  • NCCP, TCS or NCP Certifications
  • Three or more years of direct oversight in Housing and Urban Development (HUD)'s HOME specific grant administration
  • Three or more years of direct oversight in housing Community Development Block Grants administration
  • Three or more years of direct oversight in state SHIP program administration.
  • Three or more years Property Management experience.
  • Five or more years direct experience Income Certification

SCOPE OF WORK

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Performs regular on-site inspections of multi-family housing projects, includes verifying rent rolls, utility allowance, income certification, and property standards.

Prepares and reviews project reports and related correspondence, updates spreadsheets, completes annual compliance forms.
Ensures multi-development files include proper forms, documentation, and reports.

Assists in resolving any outstanding issues and problems, attends staff meetings, meetings with clients; and local, State and Federal officials, if applicable.

Responsible for monitoring of federal grant funded subrecipients with regard to compliance with agreement terms, timelines and expenditures, eligibility of beneficiaries, review reporting, and approval of invoices.

Prepares project procedures, schedules, reports, related correspondence, and data which may include monthly, quarterly, and annual reports, and mortgage and funding documents required to ensure compliance and reporting on Housing activities and programs.

Must remain current and up to date on changes in multifamily affordable housing and community development programs and monitoring requirements, and all applicable property standards, income and asset verification and rent and utility allowance regulations as related to the various programs.

Conducts themselves in a professional manner with staff, internal and external individuals and vendors; provides assistance to providers/customers, organizations and groups, provides on-site training as needed for properties in portfolios; assists and advises on matters pertaining to programs or projects assigned.

Provide professional level customer service at all times including phone calls, emails, correspondence or in person communications.
Updates and maintains project procedures and schedules, and desk manuals.

Research and verify terms of mortgages and promissory notes have been met in order to process Satisfaction of Mortgages.
Management may assign additional functions related to the type of work of the job as necessary.

Performs related work as required.
