Technical Advisor for Water Resources

Halff has an immediate opening for an experienced Professional Civil Engineer to fulfill the role of a Technical Advisor specializing in our Water Resources practice located in Austin, TX. This is an excellent opportunity to provide strategic support to expand our water resources practice in Texas. The ideal candidate will bring experience working with FEMA, TWDB, TxDOT, river authorities, local governments, and private clients.

The successful candidate should have proven experience in managing existing clients, developing new clients, managing a project team, and leading project delivery. In addition, the position requires technical excellence with hydrologic and hydraulic analyses, water resources planning, and design for private, public, and flood hazard mitigation infrastructure. What you will do:



  • Team Mentor: Train and mentor staff to ensure successful project delivery, operational performance, and technical proficiency.
  • Project Delivery & Financial Management Guru: Oversee the delivery of complex water resources projects, ensuring they are completed on time, within scope, and on budget. Responsible for project team performance and meeting project financial targets.


  • Business Development & Client Trusted Advisor: Actively contribute to business development efforts, cultivating relationships with new and existing clients, and assisting in strategic planning for market growth. Identify potential projects within the region and initiate implementation strategies for successful awarding of new design contracts. Produce winning project proposals as lead professional/project manager.


  • Subject Matter Expert: Provide technical guidance to team members and clients. Apply expertise in performing hydrologic and hydraulic analyses and designing drainage systems using state of the art riverine and stormwater modeling techniques and software.
  • Strategic Plan Contributor: Adapt strategic plans and priorities to address resource and operational challenges. Collaborate with Directors, Operations Managers and Practice Leaders to align team efforts with broader company goals.
  • Technical Excellence Coach: Foster an environment of continuous professional development by coaching staff, providing opportunities for growth, and ensuring the team stays at the forefront of industry trends and technologies.


What you will need:



  • PE license in the State of Texas, CFM highly desirable
  • Bachelor's Degree or Master's Degree in Civil Engineering or ABET accredited equivalent Engineering degree
  • 10+ years of experience to supporting Water Resources projects including local municipalities and counties, TWDB, FEMA and TxDOT (drainage-focused).
  • Regional recognition as a Subject Mater Expert (SME) in the areas of hydrologic and hydraulic analyses, water resources planning, and design for stormwater infrastructure from conceptual analysis to implementation.
  • Proficient in project management, administration, training and supervision of technical staff.
  • Technical experience with HEC-HMS, HEC-RAS, and 2D Modeling software packages.
  • Demonstrated experience identifying, analyzing, and resolving complex issues related to both riverine and urban stormwater hydrologic and hydraulic modeling.
  • Proven business development experience.
  • Strong communication skills, both written and verbal.
  • The ability and willingness to present at industry conferences and at focused client presentations.
  • A team player with a focus on quality, integrity and success.
