POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

The Program Manager will lead and oversee all operations for the Naval Surface Warfare Center Dahlgren Division (NSWCDD) Calibration Laboratory under a government contract. This role ensures compliance with Navy metrology standards, efficient calibration and repair services for Test Measurement and Diagnostic Equipment (TMDE), and delivery of high-quality metrology support to support test, inspection, andrangeactivities. The Program Manager will manage a team of technicians, coordinate with government stakeholders (e.g., Contracting Officer's Representative [COR], Technical Point of Contact [TPOC], and Government Calibration Lead), andmaintainaccreditation and performance metrics. This position requires strong leadership in a fast-paced, technical environment focused on precision measurement and traceability.


JobDuties and Responsibilities(Essential Functions)



  • Lead, direct,maintain, and delegate daily workflow forallcalibration lab activities, including scheduling, resource allocation, and process improvements.


  • Supervise techniciansperformingTMDE calibrationand repairusing Navy-approved procedures.


  • Coordinate notifications to the Governmentrepresentativesforprocedure issues, unavailable procedures, oradditionalequipment needs. Develop andsubmitdiscrepancy reports.


  • Maintain calibration turnaroundtimesIAW contract standards.


  • Maintain Navy-certified and accredited laboratory status;ManageInter-Laboratory Comparison program IAW Navy METCAL policy and guidance.


  • Update andmaintainthe Quality Manual and Standard Operating Procedures (SOPs) to ensure the requirements of the Contract aremet.


  • Manage lab inventory, including standards, tools, and equipment procurement/repair to supportworkload.


Oversee documentation in calibration management software and prepare metrics for contract deliverables

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Education - A Bachelor's degree from an accredited college or university inan engineering, computer science, mathematics, or physical science; or completed a Precision Measurement Equipment Laboratory (PMEL) training program or equivalent training from an accredited school.
  • Technical Experience
  • Five (5) years of a demonstrated knowledge base and subject matterexpertiserelevant to specific technical disciplines ofTest, Measurement, & Diagnostic Equipment (TMDE), Calibration and TMDE Repair and CalibrationLab Technical Documentation Management.
  • Knowledgeof:calibration inventory and recall schedules, calibration processes and requirements, and experience with NAVSEA 04-4734 (or equivalent) and ANSI/ISO/IEC 17025:2005 accreditation.
  • Experience troubleshooting technical issues, writing/updating calibration procedures, writing a quality control plan, creating Statistical Process Control (SPC) charts, documenting calibration uncertainty budgets,maintainingcalibration traceability, and preparing calibration reports and/or certificates.
  • Management Experience
  • Five (5) years of management experience.
  • Demonstrated experience and the ability to manage projects including acting as the primary point of contact forcontractor'stasking. This includes providing administrative oversight, consulting with users to reduce costs and maximize efficiency in achieving the stated requirements, coordinating planning and execution of multiple concurrent activities, and ensuring all activities conform to the terms and conditions of the contract.
