Job Title:Rates Analyst III



Position Summary:

The Rates Analyst III role is responsible for compiling, analyzing, and reporting information on technical, demographic, and financial data concerning the Company. This position will perform a wide variety of substantive and complex analytical, business, rate-making and regulatory filings review that affects the operations of the Company. In addition, the position will build and maintain strong relationships throughout the organization while ensuring that the policies and procedures of the Company are maintained.



Location: Hybrid, downtown Pittsburgh, Pennsylvania



Job Duties and Responsibilities:



  • Prepares and assists with preparation of regulatory filings for the provision of retail electric services. Prepares and submits informational filings containing prices for retail electric services determined pursuant to formulae and related provisions in approved tariffs and the associated work papers supporting the determination of these prices.
  • Performs and reviews analyses related to rate design and pricing of retail electric services, including preparing typical bill reports, bill impact studies, and related reporting requirements for filing with regulatory agencies and for external communications related to retail rate proposals.
  • Provide information to business units and rates/regulatory management that will assist in the development and implementation of rate related strategies that will meet cost recovery objectives to ensure rates are within regulatory guidelines. Analyze other companies' rate filings and results to increase expertise and keep abreast of regulatory matters.
  • Assist with the preparation of the Company's annual business plan revenue models, including but not limited to the revenue forecast, revenue requirement projections, transmission and distribution separation and rate case models and the preparation of rate related documents used by other departments.
  • Facilitate interveners and Commission staff data request responses and auditing functions on technical issues during general rate filings and other filed petitions and assist in support required during the hearing process.
  • Maintain effective communication between departments. Provide technical support to other departments concerning rate analysis information and issues. Requires strong verbal and written communication skills. Must be able to present complex information to a highly diverse group of receivers.
  • Participates with other Company departments to evaluate, develop, and implement procedures associated with new rate design and/or cost recovery mechanisms.
  • Participation as the department representative on various cross-functional Company projects.

Education and Experience Required:



  • Bachelor's Degree in Finance, Business Administration, or other related disciplines
  • 3+ years of relevant experience required



Preferred Qualifications:



  • Prior experience in the utility industry
  • Strong attention to detail and analytical skills



Skills/Abilities:



  • Mathematics - Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications.
  • Economics and Accounting - Knowledge of economic and accounting principles and practices, the financial markets, banking, and the analysis and reporting of financial data.
  • Design - Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models.
  • Critical Thinking - Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Reading Comprehension - Understanding written sentences and paragraphs in work-related documents.
  • Complex Problem Solving - Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Written Comprehension - The ability to read and understand information and ideas presented in writing.
  • Oral Comprehension - The ability to listen to and understand information and ideas presented through spoken words and sentences.
  • Written Expression - The ability to communicate information and ideas in writing so others will understand.

  • Inductive Reasoning - The ability to combine pieces of information to form general rules or conclusions (includes finding a relationship among seemingly unrelated events).



Scope

Primary focus is on daily deliverables, outputs and reporting. Typically, accountable for managing one's own time and workflow. Responsible for using prescribed guidelines to analyze situations and solve problems. Work activities are typically moderate to complex in nature requiring the incumbent to draw on previous knowledge to perform role. Continues to build knowledge base but has a solid foundation to act independently the majority of the time. Still draws on experts and managers when needed but less frequently.



Decision Impact

The problems and issues faced are vague. Incumbent draws on past experience on a regular basis. Accountable for direct level of reasoning and decision making.



Hybrid Work

Position follows our hybrid work model, with a minimum of two days working in the office and the remaining days working remotely. Reporting location and frequency may be subject to change based on job role and department needs.



Storm Roles

All Non-Union Employees will serve in storm roles as appropriate to their role and skillset. Please be sure to discuss storm roles with the hiring manager for this position, as duties can vary across the Company.Examples of storm roles could include but aren't limited to duties such as: working with operations for service center support or with the communications, customer service or government affairs teams to respond to public and customer requests for information, etc.



Data Governance

Utilize data to make business decisions as appropriate for the position, support data stewardship activities and partner with IT on underlying data needs.
